The Ramsey City Council conducted a public hearing on Tuesday, March 10, <br />1987 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, <br />Minnesota regarding proposed storm sewer improvements to the Mississippi <br />Storm Sewer Taxing District. <br /> <br />Members Present: <br /> <br />Mayor Reimann (arrived at 7.-56 p.m.) <br />Councilm~mber A1 Pearson <br />Councilms~ber Steve DeLuca <br /> <br />Also P~esent: <br /> <br />City ]~ministrator David Hartley <br />City Engineer Peter Paatikka <br />Cc~mmity Develou~ent Director Anne Norris <br /> <br />Members Absent: <br /> <br />Councilm~mber Arnie Cox <br />Councilmember A1 Sorteberg <br /> <br />City Administrator David ~artley called the public hearing to order at 7:49 <br />p.m. <br /> <br />City Engineer Raatikka explained that in 1986, the City Council adopted the <br />Rum River and Mississippi River drainage districts. Tonight's discussion <br />is to focus un proposed improvements in the Mississippi district. The <br />proposed project included the extension of trunk storm sewer from the <br />Mississippi River across ~y. %10, through the Skelgas property and across <br />the railroad tracks west to the open area. City Engineer Raatikka noted <br />that Skelgas had had problems with flooding and pumping for the past <br />several years. The lxoject includes a 36 inch trunk storm sewer and 12 <br />inch subdrains along Hwy. %10 to l(~er the groundwater. The intent of the <br />project is to lower the groundwater in the entire district and future <br />improvements in the district will tie into these improvements. The <br />estimated cost for the 36 inch pipe is $383,125.00 and $42,500.00 for the <br />12 inch pipe; the total cost is estimated at $425,625.00. City Engineer <br />Raatikka presented two financing alternatives. One would be assuming that <br />Hq DoT will participate. Although the level of MN DoT participation is <br />unknown, City Engineer Raatikka estimated MN DoT's share at $110,800.00 and <br />the City's share at $314,825.00. That cost amounts to $43,792.00/year at <br />6.5 interest amortized over a 10 year period; estimated assessed valuation <br />in the district is $12,000,000.00; based on this, the mill levy would be <br />3.65 mills. City Engineer Raatikka presented the second financing <br />alternative that provides for no MN DoT participation.
