to be_l~e~ented at the l~/flic heari~ as it cannot be afforded an~ pre~io~ <br />Oouncil action was to delete extension of trunk lines from Hwy. ~10 east to <br /> <br />Front Street area. <br /> <br />Mr. Raat/kka noted that the financing method used would be (~apter 444. <br /> <br />Mr. ~{artley stated that with Chapter 444 the City would install the <br />utilities and recover the oosts through a user charge and utility billing <br />to those properties hooking up to the services. Mr. ]~art/ey noted that <br />billing will have to be on a monthly basis and the /k~ounting Department is <br />having great difficulty now taking care of water billing. To /mplement the <br />proposed sewer and water project, the City is going to have to develop a <br />manpower and utility billing system that works. <br /> <br />Motion by Councilms~ber DeLuc~ and seconded by Councilmember Pearson to <br />adopt Resolution ~87-55 acoepting the fea-_~b_ility re~ort and calling for a <br />public hearing on March 31, 1987 at 7:30 p.m. at the Ramsey Municipal <br />Center regarding sanitary sewer and water improvements in the Industrial <br />and Commercial area (Phases I, II and III only). (Please refer to <br />resolution file for Resolution %87-55). <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Pearson and <br />DeLuca. Voting No: None. Absent.. Councilm~mbers Sorteberg and Cox. <br /> <br />Consider Action On Proposed Storm Sewer Improvements To <br /> Mississippi Store Sewe} District: - <br /> <br />Mayor Reimann noted that it was brought out at the puhlic hearing that even <br />though the water is currently subsiding, the City should not cease to <br />pursue storm sewer improvements as wet cycles can return at any time. <br /> <br />· Councilmember DeLuca stated that he is very familiar with the 149th area <br /> and he doesn't believe a temporary reprieve in weather conditions will be <br /> sufficient to manage drainage; future develolmmnt levels will also affect <br /> dra/nage r~cds. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Pearson to <br />adopt Resolution %87-56 ordering plans and specifications for storm sewer <br />improve~ents to the Mississippi Store Sewer District. (Please refer to <br />resolution file for Resolution %87-56). <br /> <br />Motion carried. Voting Yes.' Mayor Reimann, Councilmembers DeLuca and <br />Pearson. Voting No: None.
