Mr. Raatikka - Stated that in discussion street construction, the city <br />stated that after 15 years major repair or overlay would have to be <br />considered. Next time around, the city might consider overlay rather than <br /> <br />Project %87-8 - Whi _sperinq Pines Estates Plat %2 <br /> <br />There was no citizen input regarding this proposed project area. <br /> <br />_Project 487-9 - Trott Brook Estates <br /> <br />There was no citizen input regarding this proposed project area. <br /> <br />Project %87-10 - Alpaca Estate~ 1st and 2nd ktditi~s <br /> <br />Jim Holm- 7854 142nd Avenue NW - Stated he is familiar with a lot of <br />cities and Ramsey is the only one he knows of that assesses for <br />sealcoating. <br /> <br />Councilm~ber Cox - Stated that there was a time when some areas were paved <br />and some were not; in order to be fair, Council decided that the areas <br />directly benefitting from sea/coating should pay for the sea/coating. That <br />policy may change in the future as most of Ramsey's neighborhoods have <br />paved streets new. Councilmember Cox noted that whether it be through the <br />city's genera/ fund or asses~ents, the property owners are paying for the <br /> <br />Jim Holm - Stated that he feels his property taxes are high enough to cover <br />sea/coating costs. Mr. Holm questioned why he should put more money into <br />his neighborhood when the City is not enforcing the zoning laws in his <br />neighborhood. Mr. Solm stated that he will pay the sea/coating assessment <br />if the value of his property is protected. <br /> <br />Councilm~mber Cox - Stated that Mr. Holm does have a valid concern but it <br />is a separate issue. Councilmember Cox stated that the City will assist <br />him with zoning concerns and he should contact staff regarding that matter. <br /> <br />Jim Holm- Inquired if he understands correctly that the 60 day waiting <br />period is a time in which petitions can be circulated by the residents to <br />oppose the project. <br /> <br />Councilmember COx - Stated that Mr. Holm is correct and noted that the <br />property owners invested in the streets and the City wants to assist the <br />property owner in protecting their investment. <br /> <br />Jim Holm- Inquired if a contractor has been selected. <br /> <br />Mr. l~aatikka - Replied that bids for the projects would be taken in June. <br /> <br />Jim Holm - Requested further clarification regarding petiti~ rights. <br /> <br />Mr. Raatikka - Stated that Council cannot take action on the proposed <br /> City Council/March 17, 1987 <br /> <br />Page 3 of 6 <br /> <br /> <br />
