That 60 days allows <br />cltxzens the time to petition to oppose the project. <br /> <br />Jim ~olm - Inquired as to what action the citizens can take to have the <br />City policy for assessing sealcoating changed to having those costs taken <br />out of the general fund. <br /> <br />Mr. ~artley - Stated that there are two petitioning processes that need to <br />be c/arified. The 60 day waiting period gives those persons proposed to be <br />assessed for a project the cgport~ty to decide whether or not they are in <br />favor of or opposed to a project. Petitions can be submitted in favor of <br />or opposed to; the petition signed by more than 50% of the property owners <br />rules. If ~wo petitions are submitted, one in favor of and one opposed to, <br />and both petitions are represented by the same amo~mt of property owners, <br />the one in favor cf rules. People can change their mind on a petition up <br />to the time it is submitted to the City Council. When the City <br />Administrator receives the petition, he will submit it to the council at <br />their very next meeting, regular or special. In order to change policy, <br />there are a couple of approaches. One way is to talk to representatives <br />and convince them to change city policy. The other approach is initiative <br />which allows citizens to proposed a law or ordinance to be adopted. To do <br />that the citizens circulate a petition to be signed by at least 10% of <br />the number of registered voters at the last general election. That <br />petition submits the initiative to council. Council can adopt that <br />ordinance at that point or put the ordinance to a vote of the enti re <br />community. This process is available on any issue.
