CASE $3: <br /> <br />FOR A FAR~Rt~D UNIT DEVELOP~2~; CASE OF MR. GlW.~ MENKV~.~ <br /> By: Ommumity Develo~m~ent Director Anne Norris <br /> <br />Background: <br /> <br />Mr. Menkveld is proposing a ~anned unit development consisting of 10 lots <br />to be located on the south side of 149th Avenue N.W., west of Cry. Rd. #56. <br />Mr. Menkveld is proposing that the northern portion of the lots would be <br />used for residential development and the southern portion of the lots would <br />be used for commercial or industrial uses by the adjacent residents, <br />specifically for hcme occupations. <br /> <br />For your information, the following items are enclosed: <br /> <br />a) Site location map <br />b) Public hearing notice <br />c) Properties notified <br />d) Proposed plat <br />e) Proposed covenants <br /> <br />The City Engineer's review of the plat will be available at the meeting. <br /> <br />Cbservations: <br /> <br />As you recall, both the Commission and the City Council have expressed <br />concern regarding the need for adequate covenants to protect existing <br />adjacent residents and future residents in the P.U.D. and to establish <br />appropriate development controls for the P.U.D. <br /> <br />Section 170.016K of the City Code outlines the following criteria to be <br />considered when reviewing planned unit development proposals: <br /> <br /> 1. The proposal allows for wider range of housing than under existing <br /> zoning; <br /> 2. The proposal provides amenities and facilities greater than <br /> minim~n requirements under existing zoning; <br />3. Compatibility of the proposal with the intent and purpose of <br /> zoning ordinance and Comprehensive Plan; <br /> 4. Public or private open space provided; <br /> 5. Proposal will not have substantial detrimental influence on <br /> surrounding market values; <br /> 6. Proposal will have favorable economic impact c~ community; <br /> 7. Proposal will not have detrimental influence c~ environment; <br /> 8. Proposal will not place undue burden on public services; <br /> 9. Proposed development forms desireable and unified envirormm_nt; and <br />10. Proposal is consistent with all other applicable regulations. <br /> <br />Section 170.016K of the City Code also requires a landscaping and grading <br />and drainage plan to be su~nitted at the time of preliminary plan review. <br />To date, such plans have not been submitted. <br /> <br /> <br />
