375:117, Subd. (Rev. 1983) (F) The Planntng Con~tsslon shall consider the Development's compliance wtth all applicable Ordinance Development Regulations and possible adverse effects of the proposed development. [ts Judgement shall be based upon (but not be ltmtted to) the following factors: The proposed development has been considered tn relation to the spectftc pollcies and provisions of and has been found to be consistent wtth the offtctal City Comprehensive Land Use Plan. (ii) (iii) The proposed use ts or wtll be compatible wtth present and future l~nd uses of the area. The proposed use conforms with all performance standards contained herein. (G) (iv) The proposed use wtll not tend to or actually depreciate the area.in which it is proposed. (v) The proposed use can be accommodated with existing public services and will not overburden the City's service capacity. The P]anntng Co~mtsslon and City Staff shall ha~e the authority to request additional information from the applicant concerning operational factors or to retain expert testimony with the consent and at the expense of the applicant concerning operational factors; said information to be declared necessary to establish performance conditions in relation to all pertinent sections of this Ordinance. The Planning Commission shall make a recommendation of approval or denial on the Final Site Plan to the City Council within sixty (60) days of the date of the initial Planning Commission Meeting at which the case was heard. (t) The Planning Commission shall recommend such actions or conditions relating to the request as they deem necessary to carry out the intent and purpose of this Ordinance. (ii) Such recomnendatton shall be in writing and be accompanied by the report and recommendation of the City Staff.
