Off-street parkin~ <br /> a. Design and Construction: <br /> Off-street parking areas shall be so designed that <br /> vehicles may be parked in an convenient and orderly <br /> fashion. Parking areas shall be surfaced and main- <br /> tained with a hard, all-weather, durable, dust-free <br /> surfacing material, shall be properly drained, and <br /> shall be maintained in a sightly and veil-kept con- <br /> dition.
