Mayor Reimann called the meeting back to order at 8:43 p.m. <br /> <br />Council and staff discussed the fact that if there are intentions to bring <br />municipal utilities and storm sewer to the south side of Hwy. ~10, it <br />should be done simultaneously with road improvements to avoid having to do <br />dewatering and restoration twioe. <br /> <br />Councilmember Cox stated that improving Front Street to a 9 ton road and <br />utilities., along with State funding and tax increment financing <br />participation, will greatly improve properties and it is a matter for <br />property c~ners to give serious consideration to. <br /> <br />Councilm~mber DeLuca stated that if this road alignment is not determined <br />at this time, there will be problems in the future. If there are no MSA <br />time constraints for immediate construction, the City should at least <br />acquire the right-of-way for the chosen alignment. <br /> <br />Ed Hamilton - Stated that he heard the City is trying to make the Hwy. %10 <br />corridor more of a business district. <br /> <br />Mr. Hartley replied that the ~wy. %10 corridor is the only area of any <br />substance in Ramsey that is zoned for business and retail. <br /> <br />Council directed City Staff to draft a resolution for Council consideration <br />that would authorize proceeding to acquire necessary right-of-way for the <br />construction of Front Street frc~ Tungsten west to Riverside West Plat. <br /> <br />Case %3.. Proclaim April 26 - May 2. 1987 as 'Keep America Beautiful <br /> Week: <br /> <br />Mr. ~artley stated that Mr. Miller of Waste Management of Minnesota has two <br />concerns with respect to 'Keep America Beautiful Week': 1) Jaycee's have <br />a number of activities planned; 2) Recycling programs. <br /> <br />Motion by Councilm~er Cox and seconded by Councilmember Sorteberg to <br />adopt Resolution 987-23 proclaiming April 26 - May 2 as 'Keep America <br />Beautiful Week". (Please refer to resolution file for Resolution 987-23). <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />DeLuca and Pearson. Voting No: None. <br /> <br />Council directed Mr. Hartley to invite Mr. Terry Miller to the February 24 <br />Council meeting to address his concerns regarding 'Keep America Beautiful <br />Week". <br /> <br />f&7~ Beceive Feasibility_ 'Report For Storm Sewer Improvement In The <br /> Vicinit_v Of-Hiqhway ~10 N.W. And Ramse_v Blvd. N.W. (County Rd. <br /> ~56) And Set Date For Public ~ear/ng_: <br /> <br />Mr. Paatikka distributed updated copies of the feasibility for storm sewer <br />improvements in the vicinity of Hwy. #10 and Ramsey Blvd. N.W.
