Yurther Discussion: Councilmeaber Cox stated that a lot of thought has gone <br />into this case and taxing districts scans to be the only reasonable choice, <br /> <br />Notion carried. Voting Yes: Nayor ~ei~ann, Councilm~nbers Sorteberg, Cox, <br />Schtueter and DeLuca. Voting No: None. <br /> <br />~otion by Councitmember 8orteberg and seconded by Councilme~ber Cox to adopt <br />O~dinance ~86-11 establishing the Nississippi River storm sewer taxing <br />district. (Please refer to ordinance file for Ordinance ~86-11). <br /> <br />Notion carried. Voting Yes: llayor Reiumnn, Councilmembers Sorteberg, Cox, <br />Schlueter and DeLuca. Voting No: None. <br /> <br />~ropoaed Alignment Of I55th Avenue l~ Between Yariolite Street <br /> And Armstron? Blvd. 1~: <br /> <br />Nr. Hartley stated that at the October 28~ 1986 Council meeting, Council <br />ordered the right-of-way plans for the extension of 155th Avenue NW. <br /> <br />Nr. Hartley stated that the City has received a letter from Nr. Kenneth Volk~nan <br />opposing the centerline alignment for the proposed extention of 155th Avenue <br />fro~ Variolite to Armstrong at 153rd. <br /> <br />Council received the letter. <br /> <br />Council reviewed the extension as it is proposed in the State Aid street map <br />and as Nr. ¥olkinan would like it aligned, lin/DoT recommends remaining with the <br />extension as originally planned. <br /> <br />Nra. ¥olkman stated that the proposed road alignment would pass right over her <br />drainfield and property value would decrease because of a thoroughfare passing <br />so close to her back yard. <br /> <br />lit. Goodrich noted that it is very likely that the proposed extension would not <br />be developed for many years; there ~ay be many changes to NSA plans, or no llSA <br />at all, years from now. Taking that into consideration, liSA may not be <br />affected but the Vollunan's will be affected right nov if Council takes the <br />easement as projected and recommended in the thoroughfare plan. <br /> <br />Hr. Raatikka stated that this information came up in the process of following <br />Council direction of October 28; it Council does not intend to build the road <br />according to the alignment proposed, there is no point in pursuing the right-of- <br />way plan. <br /> <br />Hr. LoveI1Vasseur stated that the people living along the proposed right-of- <br />way should have input as to whether or not the road is built as planned. <br /> <br />Councilmomher Cox stated that Council is not interested in extending 155th to <br />tie into 153rd at Armstrong Blvd. <br /> <br />Hr.
