would bring them up to just below the median from the cities they saw. His concern is if they do
not (to it now they will have to wait two years to do it. There will always be someone up for re-
election not wanting to do this in their two year period. It seems like a conflict of interest for him
to vote for this because he is on the Council for two more years; however he does not think it will
happen unless they bite the bullet and do it. If they have been kicking this around since 1988, it
is high time to move it to where Ramsey is equal with other cities. Some of the cities were
smaller than Rarnsey with higher paying councils and mayors. Councilmember Zimmerman
stated monetary compensation or value will never be the total compensation when serving the
public, especially now that the economy is not good. He does not think he would vote for this.
Councihnember Cook stated he would like the vote for the increase of the council members'
salarics to bc acted on before the vote for the increase of the mayor's salary.

Councilmember Elvig withdrew the motion on the floor.

Motion by Councilmember Elvig, seconded by Councilmember Kurak, that there be no increase
in the salaries of the council members.

Motion carried. Voting Yes: Councilmembers Elvig, Kurak, Strommen, and Zimmennan.
Voting No: Mayor Gamec, Councilmembers Cook and Pearson.

Motion by Councilmember Elvig, seconded by Councilmember Kurak, that the mayor's salary be
increased by $10,000.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Kurak, and Pearson.
Voting No: Councilmembers Cook, Strommen, and Zimmerman.

2) Authorize Appointment of Paid On-Call Fire Fighters
Human Resources Manager Reed explained due to understaffing, staff began a recruitment
process to hire eight additional paid on-call fire fighters. Fire Fighter information sessions were
held March 18th and March 20"~, 2004. Interviews were conducted May 19, 2004. Candidates
were interviewed by a panel consisting of the Fire Chief, both Assistant Fire Chiefs, a Lieutenant
and herself. Candidates took the physical agility test the first week in June. Staff is
recommending Bradley Jorgensen, Michelle Dvorak, Brett Eenhuis, Kim Suchy, Andrew Dubois,
Chad Mulheron, Derek Dodds and Jeff Erickson be appointed to paid, on-call fire fighter
positions contingent upon satisfactory physical examinations and drug screens. The candidates
will begin employment July 14, 2004. The Personnel Committee forwarded this for approval
fi'om thc City Council.

3) Consider Ending the Probationary Period for a Patrol Officer
Human Resources Manager Reed explained Ryan Law assumed the position of Patrol Officer on
May 20, 2003, and his one-year probationary period ended on May 20, 2004. His performance
has been reviewed by the Police Sergeants and has been documented as satisfactory. Based on a
satisfactory one-year appraisal, staff is recommending Mr. Law be retained as a regular full-time
patrol officer effective May 20, 2004.
