arms. Councilmember Cook stated there is a motion to move this on to completion and it is set <br />up to work with the permits. This is a building code issue. Deals would have to be made after <br />the ordinance is passed, however, he does not think that would be the best thing to do either. <br />Councihnember Kurak stated the newer type of potable water is much cheaper than the four to <br />five thousand dollars installation cost. Councilmember Cook commented if this ordinance passes <br />the developers will research the cheapest way to have the system installed. The Fire Chief has <br />indicated he would work with alternative methods of meeting the code. Mayor Gamec <br />commented the sprinkling system can be used as a positive selling point or a negative. If a <br />townhouse is financed over a ten year period it would only add about 12 to 14 dollars on the <br />payment. Bids were opened June 18, 2004. Staff <br />recommends awarding the contract for Elmcrest Park Improvements Base Bid plus Alternates to <br />Bauerly Companies for the amount of $813,305.96. Elmcrest Park Improvements were included <br />in the CIP for 2004 construction. The CIP also included a project to extend Quicksilver Street <br />from the existing cul-de-sac to the park. This park is in the Oak Park Recreation District. Staff <br />recommends the difference between the CIP amount and the bid be funded from the Oak Park <br />Recreation District in the amount of $120,483, with the remaining amount to come from the 50% <br />Fund in the amount of $74,322. The contribution from the 50% fund could be increased to leave <br />some money in the Oak Park District. This park will benefit the entire City, so using money <br />fi'om the 50% Fund is appropriate for this project. <br /> <br />Councihnember Kurak asked if the $813,305 is the entire cost of the project, or only for the first <br />phase that was discussed. <br /> <br />Public Works Director Kapler replied the $813,305 is the entire bid. <br /> <br />Councilmomber Elvig noted the costs related to excavating were estimated high.
