Public Works Director Kapler replied internal staff will be used to inspect in this area. He noted <br />this cost relates not only to the roads, but the type of storm water system was also dictated by the <br />soils, which are basically all clay. <br /> <br />Councihnember Elvig clarified there is clear enough delineation in the specifications. <br /> <br />Public Works Director Kapler replied the Engineering Department created the specifications. <br /> <br />Motion by Councihnember Cook, seconded by Councilmember Kurak, to adopt resolution 04- <br />06-159 awarding bids for Elmcrest Park Improvements to the low bidder Bauerly Companies in <br />the amount of $813,305.96. <br /> <br />Further Discussion: Councilmember Cook commented the preliminary numbers on this were <br />very close to the bids. The department doing this is doing a wonderfi~l job of getting the Council <br />a pinpoint amount to look at. He is glad to see this project happening all at once. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Kurak, Elvig, Pearson, <br />Strommcn, and Zimmerman. Voting No: None. <br /> <br />Further Discussion: Mayor Gamec directed staff to look into the temporary road off of Highway <br />#47, as there are kids playing in the water in the ditch. <br /> <br />Case #9: Request for a Home Occupation Permit; Case of Stephen Graunke <br />Assistant Community Development Director Trudgeon reviewed that the City recently adopted a <br />Home Occupation Ordinance that establishes provisions for residents to apply for a home <br />occupation permit to operate a business within an accessory structure. Stephen Graunke resides <br />at 17220 Nowthen Boulevard and is requesting a Home Occupation Permit to operate a glass and <br />mirror business on his property. The Home Occupation Ordinance states that a person can apply <br />for a permit fi'om the City to operate a business within an accessory structure if the property is at <br />least three acres in size, said business is low intensity, and does not adversely affect the character <br />of the residential neighborhood. Mr. Graunke's parcel is 23.5 acres in size with a large accessory <br />building on the property. He proposes to operate an office within the house and store materials <br />and equipment in the accessory building. Mr. Graunke operates his business with one partner, <br />and has no employees at this time. He may add one employee at some point in the future; under <br />City Code, parcels that are 10+ acres in size are eligible to have three non-resident employees. <br />Mr. Graunkc's partner would count towards the number of allowed employees. <br /> <br />Assistant Community Development Director Trudgeon explained vehicular traffic trips are not to <br />exceed two trips per hour per standard business day or 16 trips within a 24 hour period; a 25% <br />increase in this number is allowed if the property gains access from a County, State, or MSA <br />street. Nowthen Boulevard qualifies under this definition. The applicant anticipates only two <br />trips daily to and fi'om the site with an occasional extra round trip during the day. Materials are <br />typically delivered to the job site, but may occasionally be delivered to the applicant's property. <br />The applicant observes standard business hours of 7:00 a.m. to 5:00 p.m., Monday through <br />Friday.
