of the proposed business operation and the gize of the subject property and surrounding
properties make the operation compatible with the surrounding residential neighborhood, thus
mceting the intent of the City Code.

Assistant Community Development Director Trudgeon indicated the applicant is requesting
permission to place a small business sign at the end of his driveway on Nowthen Boulevard. City
Code does not permit such signs in the residential district, except as part of a Home Occupation
Permit request. The applicant is requesting a 2 foot by 3 foot sign. The Planning Commission
and staff are supporting the request for the sign, given its small size. Staff is also recommending
a maximum height of six feet for the sign. The Planning Commission and staff recommend
approval of the request for a home occupation permit to operate a glass and mirror business
within an accessory structure.

Mayor Gamcc asked if a business, such as a beauty shop, could place a sign on a small City lot.

Assistant Comlnunity Development Director Trudgeon replied technically a sign cannot be
placed without a home occupation permit. If a permit is obtained, the applicant can request that
the Council grant approval of a sign. Residential signs are allowed in neighborhoods, but they
must be non-commercial in nature. In this instance the applicant is asking for permission, and it
is allowed under the code. Staff thinks it is a reasonable request.

Mayor Gamec commented if they start allowing signs in a residential area they could end up with
a lot of signs, and they would need to be careful that everyone is treated the same. This is a large
parcel and is a little bit different, but it may be something they should look at more.

Councihnember Cook asked the applicant if this permit situation has worked well for him, as he
already has a business. He explained the Council wanted to make this work well enough that
someone running a business would feel comfortable coming in for a permit.

Mi'. Graunke responded in the affirmative.

Motion by Councilmember Elvig, seconded by Councilmember Cook, to adopt Resolution #04-
06-160 adopting Findings of Fact #0678 relating to Stephen Graunke's request for a home
occupation permit to operate a glass and mirror business at 17220 Nowthen Boulevard NW.

Motion carried.
