The Planning Commission reviewed the site plan and recommended approval. The
TIF agreement will not be brought forward for approval until closer to construction. There are
some minor modifications required with the landscaping and drainage plan.

Motion by Councilmember Cook, seconded by Councilmember Zimmerman, to grant approval of
the proposed site plan contingent upon compliance with City Staff Review Letter dated May 28,
2004, the rezoning of the subject property to PUD, approval of the Basalt Office 2nd Addition
final plat, and the developer entering into a TIF agreement with the City.

Further Discussion: Councilmember Kurak inquired about the appearance of the buildings.
Community Development Director Frolik replied they are all exposed red rock aggregate, and are
uniform.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Zimmerman, Elvig, Kurak,
Pearson, and Strommen. Voting No: None.

Case #16: Request for Preliminary Plat Approval for Town Center 4th Addition; Case
of Ramsey Town Center, LLC
Assistant Community Development Director Trudgeon explained that the City is in receipt of a
preliminary plat to plat one buildable lot and one outlet located within Town Center. The subject
property is located at the comer of Sunwood Drive and Peridot Street. The preliminary plat is
proposing to plat one buildable lot and one outlet. Lot 1 is 1.23 acres in size and is zoned TC-3.
The City received a site plan by Sharp and Associates to develop a 43,168 square foot office
building on Lot 1. City Code does not establish a minimum lot size in the TC-3 District. The
site plan mcets lot width and depth requirements. The preliminary plat is providing a 10 foot
drainage and utility easement along the north and west plat boundary lines. The site plan
submitted for the development of the office building is showing a zero lot line setback along a
portion of the northern plat boundary line and parking stalls are being proposed along the western
boundary line. It is the City's policy to not have drainage and utility easements where buildings
and parking lots are being constructed. The City is not requiring the proposed 10 foot drainage
and utility easements along the north and west boundary lines. The preliminary plat should be
revised accordingly.

City Council/June 22, 2004
