Councilmember Cook indicated the only way to move forward tonight is to follow staff's <br />recommendation, and this is not the time for this discussion. It could be another month before <br />the ordinance is adopted, but they will have to look at how it is enforced. <br /> <br />Counci hnember Elvig stated he can understand this predicament for the builder, as they are in the <br />lniddle of the project. He sees this as a hardship being placed on the builder. Perhaps when the <br />time comes it can be discussed how this applies to Ryland Group. <br /> <br />Councihnember Zimmerman commented the Council worked with the builder regarding the <br />sound wall, and they should be able to work together on this issue. <br /> <br />Mayor Gamec noted it has been about three months since the plans for this came forward, and <br />there have been a lot of revisions. The builder is getting caught in the middle. They will need to <br />let it stand as it is right now. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Kurak, Elvig, Pearson, and <br />Strommcn. Voting No: Councihnelnber Zimmerman. <br /> <br />Case #12: Authorization for Proposal to Design Regional County Roadway <br /> Improvements <br /> <br />Assistant Public Works Director Olson explained when the City of Ramsey approved the <br />development for the Town Center and the associated Development Agreement, the mitigation for <br />the traffic impacts to the regional roadway improvements included the reconstruction of Ramsey <br />Boulevard, Armstrong Boulevard, and Sunfish Lake Boulevard. The Council's packet includes a <br />proposal for engineering services for each of the roadways by TKDA to provide the final design <br />services. The proposal for Ramsey Boulevard has been estimated at an amount not to exceed <br />$206,000. This would entail the construction of a four-lane divided roadway from 350 feet south <br />of TH #10 to a point 1,200 feet north of CR #116. The proposal for Armstrong Boulevard has <br />been estimated at $250,200 and that would include the reconstruction to an urban four-lane <br />divided roadway fi'om a point 500 feet south of TH #10 to a point 1,200 feet north of CR #116. <br />The proposal for Sunfish Lake Boulevard has been estimated at $152,000 and that would include <br />construction of an urban four-lane divided roadway from a point 600 feet south of TH #10 to <br />1,400 feet north of TH #10. These costs are for design services only and when they are closer to <br />final construction documents and the bidding process staff will come forward with an <br />amendment to consider contract services and construction administration. TKDA is an <br />engineering firm that works very closely with Burlington Northern Santa Fe Railroad and has <br />been rccommended by the Anoka County Highway Department to perform these services. <br /> <br />Councihnember Kurak asked how Anoka County fits into this and asked for clarification that the <br />City is not taking the burden of the cost. <br /> <br />Assistant Public Works Director Olson replied the joint powers agreement they have been <br />working towards has included the total cost of all improvements at 14 million dollars.
