There was a discussion of the 800-megahertz system, which is progressing. They hope
to start using the system in September, and prior to that there will be a need for training with a
minimum of four hours, although they would like training of eight hours. The other thing
discussed was the new imaging system, which Ramsey is already doing somewhat. They will be
upgrading and putting bar codes on their reports, which would allow them to scan the reports in.
This would allow them to stack reports and feed them in; currently they need to do one report at a
time because the scanners do not know where one report ends and another begins. This system
will allow them time savings. Some of this will be paid for by the bonds sold as part of the
original records system, and it will not cost any additional funds at this time. There was also
discussion of the county shoots coming up and the City's use of the shooting range.

Councihnembcr Pearson stated it was good for him to go to the meeting and see their Police
Department is a step ahead of a lot of' the departments in Anoka County. As an elected official
he likes to see their City in the lead.

Councihncmber Kurak noted the shooting range is important for the Anoka County area, and
there was a concern with new development in this area. She inquired if there have been any
problems with this. Police Chief Way replied he hears the days of the compost site are
numbered. The County Board keeps saying the range will be there, but he has his doubts, as the
houses are right up next to it and there is discussion of more improvements there. At this time
thc police officers need to be in the berm in order to shoot.

Councihncmber Kurak comlnented there are not many places in the metropolitan area where the
police can train. Also, there is night training at the range. She requested that the Council be kept
posted as to the situation with the range. Police Chief Way replied Ramsey may have to some
(lay look into working with Anoka, which has an indoor range. The big expense is the filters that
are needed, which cost $20,000 to $25,000 per year to change.

City Council/June 8, 2004
