Case #1:

Public Hearing on Introduction of Ordinance on the Establishment of a
Special Service District for AUAR Roadway Improvements

Mayor Gamec closed the regular portion of the City Council meeting at 7:20 p.m. in order to
conduct a public hearing.

Public Hearing

Mayor Gamec called the public hearing to order at 7:20 p.m.

Preseutation

City Administrator Norman indicated staff is asking for a continuation of this public hearing, as
they need to work with the developer. Secondly, there was some discussion that they may not
even require the special district. They are not asking to completely do away with the public
hearing, as it is a legal notification process and they would have to go to the expense again. At
this time staff is requesting a continuance.

Assistant ?ublic Works Director Olson indicated the map included in the Council's packet shows
three of the original roadway improvements that would be upgraded as part of the AUAR
completed in June of last year. All three of these roadways will be constructed with two lanes in
each direction and turn lanes at the major intersections. The reason cost information is not
included in this case is because it is a completely separate step to assign money to be levied with
this district. This is just one step to establish the district; the next step is to go through the
process to determine what is eligible for use within the district. The discussion in the past has
been that there is roughly in the 14 million dollar range of improvements that would be necessary
as part of this project.

Councihnember Kurak indicated it has come to her attention there are some major negotiations
that have been going on by the committee and she would like to be more involved with the
communication of what is going on. There are big enough changes to what' they consider the
Master Development Agreement that she thinks the whole Council should be more informed.

City Administrator Norman replied this topic will be put on the agenda of a work session.

Mayor Gamec commented the committee knows that anything that we do must be brought to the
Council.

Councihnember Kurak stated she would like the conversations with the developer to be geared
more towards Council and less towards committee.

City Administrator Norman explained the developer will be at the work session discussion.

City Council/June 8, 2004
