CC Regular Session 7.2. <br /> Meeting Date: 08/23/2016 <br /> By: Tim Gladhill,Community Development <br /> Information <br /> Title: <br /> Adopt Resolution 916-08-150 Approving Final Plat and Development Agreement for COR THREE North <br /> Commons; Case of Purmort Homes, Inc. (Project No. 16-63) <br /> Purpose/Background: <br /> The purpose of this case is to consider Final Plat approval a 13 lot single-family subdivision located north of <br /> Bunker Lake Boulevard. This plat was previously approved by the City;however higher than anticipated <br /> development costs were discovered and this portion of the project was canceled. Four(4)lots abutting North <br /> Commons Park on the cast side of Zeolite Street were completed from the original project. <br /> The previous case granting approval of the case is included as background information.Note: approval this evening <br /> is contingent upon final review of the City Engineer to ensure all comments within the Staff Review Letter have <br /> been addressed. <br /> Notification: <br /> Staff attempted to notify all Property Owners within 700 Feet of the Subject Property. Staff has received a mix of <br /> support an opposition to the project. For those expressing concern,the primary concern is availability of on street <br /> parking. The City Engineer has noted that the thirty-one(3 1) foot wide road(face of curb to face of curb)is <br /> sufficient for on-street parking on both sides of road. However, these comments were raised during early design <br /> workshops.None of these comments have been submitted as part of the official public record. <br /> Observations/Alternatives: <br /> The proposed lot sizes are generally slightly larger than the existing single-family lots in this district of The COR. <br /> A shared stormwater pond is proposed in the rear yards of the proposed lots. The proposal has been modified since <br /> Preliminary Plat,with a net density of four(4)units per acre, acceptable to Zoning Code. <br /> This project will also trigger the need to complete a regional stormwater improvement on the south side of Bunker <br /> Lake Boulevard.As this is a regional stormwater improvement, it is the responsibility of the City to construct. <br /> These improvements are paid by standard Stormwater Management Fees collected at the time of development,to <br /> which the Developer will contribute. <br /> Additionally, Staff has noted previous perception amongst existing homeowners that this property was expected to <br /> remain undeveloped. However,no formal objection was raised at the Public Hearing. It is Staffs understanding that <br /> this parcel had been anticipated for development since the creation of the original Master Plan. The project has <br /> been reviewed by the City Engineer and Public Works Superintendent. The existing roadways are adequately <br /> design to accommodate this development proposal. <br /> Funding Source: <br /> All costs associated with processing the Application are the responsibility of the Applicant.No City Fees are being <br /> requested for required improvements associated with the individual development. This development will,however, <br /> trigger the need to complete a regional stormwater connection,which is an obligation of the City. This project will <br /> be considered concurrently by the City Council upon consideration of this subdivision request. <br /> Recommendation: <br />
