Ippel stated that he feels strongly that Council will adopt airport safety <br />zoning on October 13. <br /> <br />Chairman Ippel stated that one major concern this commission should make a <br />recommendation to Council on is the impact to property owners in Zone B <br />that cannot subdivide as a result of airport safety zoning. <br /> <br />Motion by Commissioner Barnes and seconded by Commissioner Emery to <br />recommend that City Council establish a policy whereby the City will pay <br />50% of the cost of sewer and water assessments, if and when those utilities <br />are extended, for property owners in Zone B that cannot subdivide as a <br />result of Airport Safety Zoning. <br /> <br />Further Discussion: Commissioner Barnes stated that there should be some <br />City assistance to property owners who, as a result of airport zoning, <br />cannot subdivide their property to help pay for their sewer and water <br />assessments if and when they are imposed. Commissioner Donovan inquired as <br />to how other airport hosting communities have handled this type of <br />situation. Mr. Otto stated that Ramsey is unique because most of the city <br />has large lot zoning, although the City has encouraged placement of homes <br />on either side of the lot, and not in the center, in anticipation of future <br />subdivision. Mr. Otto stated that Ramsey is not unique in that it is <br />considering showing some flexibility to take away some of the burden <br />imposed. Commissioner Donovan inquired as to how much the sewer and water <br />assessments might be. }tr. Otto stated he would check that with City <br />Engineer Peter Raatikka. Commissioner Donovan inquired if this gesture <br />would be covered by Federal funds. Mr. Otto replied that it would not be; <br />FAA takes the approach that they Will provide money to develop the facility <br />and it is up to the community to protect the approaches to the facility; <br />the State generally participates in the cost of acquisition for those <br />approaches and he's not sure they will provide funds to offset the cost of <br />assessments. Chairman Ippel stated that it would be possible to use tax <br />increment revenue from industrial park development to offset the cost of <br />assessments. Chairman Ippel also noted that even though some property <br />owners will get assessment assistance, their one acre sewered lot will <br />increase in value and thereby increase their property taxes. <br /> <br />Motion carried. Voting Yes: Chairman Ippel, Commissioners Donovan, Emery <br />and Barnes. Voting No: None.
