behind schedule because of the recent shift of emphasis to getting the <br />airport zoning ordinance adopted and the issue of an advisory election. <br /> <br />Mr. Otto stated that currently he is working on identifying various <br />impacts, assembling background information and analyzing potential impacts. <br />Mr. Otto presented copies of a rough draft on the noise assessment noting <br />that even though FAA doesn't require a noise analysis for an airport the <br />size of Gateway, one is being prepared because noise is an issue with <br />Ramsey residents and the subject has been brought up by Metro Council. <br /> <br />Mr. Otto reviewed the noise analysis rough draft with the Commission. Mr. <br />Otto noted that the noise level for the primary runway impact area is <br />acceptable for residential use and absolute acceptable for industrial use; <br />the railroad operations probably exceed airport noise levels. Even as <br />operations increase, almost all of the noise levels will be contained <br />within airport and commercial/industrial property. Mr. Otto concluded by <br />saying that there are no significant noise impacts associated with the <br />airport improvements as proposed. <br /> <br />Mr. Otto stated that another point of concern has to do with the cemetery <br />in the area and noted that there is no proposal to exhume graves. <br /> <br />Mr. Otto stated that another area of study-in progress is the land <br />acquisition/relocation effort. A letter dated September 21, 1987 from <br />Ramsey's Acquisition and Relocation Consultant, Jack Bagley, was sent to <br />all property owners that have property scheduled to be acquired. The <br />letter states that the City is collecting information only. Mr. Bagley has <br />indicated that he has never been in a situation where a proposed public <br />improvement was received as well as it is by the .people in Ramsey whose <br />homes are scheduled to be acquired; their only complaint is the length of <br />time whole process seems to be taking. <br /> <br />ADJOURNMENT <br /> <br />Motion by Commissioner Donovan and seconded by Commissioner Emery to <br />adjourn the regular Airport Commission meeting. <br /> <br />Motion carried. Voting Yes: Chairman Ippel, Commissioners Donovan, Emery <br />and Barnes. Voting No: None.
