4.01: Consider Authorizing Work Order for WSB to assist with Shovel Ready
Certification Process
Economic Dev. Mgr/Assistant City Administrator Brama presented the staff report.
Mr. Erik Moss and Mr. Jim Gromberg were present at the meeting.
Chairperson Steffen asked why they are getting these properties certified now and not when they
were listed two to three years ago.
Economic Dev. Mgr/Assistant City Administrator Brama stated they were not certified
previously because of staff workload.
Economic Dev. Mgr/Assistant City Administrator Brama reviewed the parcels they are looking
at getting certified.
Chairperson Steffen asked if the six parcels align with the WSB proposal.
Economic Dev. Mgr/Assistant City Administrator Brama stated they did.
Chairperson Steffen asked why WSB started the certification with Parcel 37.
Economic Dev. Mgr/Assistant City Administrator Brama stated the reason was because
interested parties were stalling on purchasing the property because of the unknowns.
Member Skaff asked where the cash will come from.
Economic Dev. Mgr/Assistant City Administrator Brama stated the money will come from TIF
# 1. He stated the EDA sold land to Diamond Graphics a number of years ago and the funds were
earmarked a number of years ago for this project.
Mr. Gromberg stated what the shovel ready program does is gets rid of risks so when a potential
buyer comes in they already know what is on the site.
Chairperson Steffen asked if the engineering services would be done by a buyer anyway or is this
something above and beyond what a buyer would do.
Mr. Gromberg stated the buyer would probably not purchase a parcel with unknowns on it and
they would have to get the services done anyway. He stated the cost of the property would lower
if the site is not shovel ready.
Chairperson Steffen asked if the information on the site is listed on a site for review.
Mr. Gromberg stated it would. He reviewed the process and where the information would be
available for potential buyers to review.
Economic Development Authority/June 2, 2016
Page 2 of 6
