PARENT COMPANY VARIANCE, RUM RIVER <br /> <br />I have reviewed the information you provided on August 17, 1987 and <br />and August 20, 1987 regarding the subject variance. Also on August <br />20, 1987 Bill Zachmann of our Central Office staff and myself <br />conducted a field inspection of the property in question. Based on <br />our review of the information provided, I offer the following <br />comments: <br /> <br />l) <br /> <br />The proposed location of the structure could be adjusted <br />toward the road to minimize the amount of variance required <br />to the setback from the ordinary high water level (OHW) of <br />the Rum River. The Department recommends that the OHW <br />setback be maintained if at all possible. It appears at a <br />minimum, 'that alignment with the average setback of the <br />adjoining residences is a reasonable alternative; however, a <br />finding of hardship must accompany that determination. <br /> <br />2) <br /> <br />The house is designed, to be a rear walk-out requiring <br />grading and excavation of the property. This may have the <br />result of requiring large areas of trees to be removed <br />and/or significant land alterations to construct the <br />walk-out. Therefore, I recommend that detailed sight <br />topography be provided to document the extent of any grading <br />proposed, or preferably that the walk-out be eliminated from <br />the house. Based on my review of the spot elevations at the <br />proposed building corners, it appears that a split level <br />home could be constructed with a small walk-out on the <br />northeast corner of the house. <br /> <br />3) <br /> <br />The property is very steep along the riverbank and the <br />future owner of this lot should be made aware of permitting <br />requirements for construction of stairways and landings to <br />obtain access to the river. <br /> <br />AN EQUAL OPPORTUNITY EMPLOYER <br /> <br /> <br />
