PROPOSED FINDINGS OF FACT
FIR. RICHARD DREHER OF RIVERSBEND ASSOCIATES PARTNERSHIP

1. That Mr. Richard Dreher of Riversbend Associates Partnership,
hereinafter referred to as "Applicant", has property applied for a Board of
Adjustment variance from Section 170.05 of the Ramsey City Code regarding
size of identification signs in commercial areas.

2. That the Applicant appeared before the Board of Adjustment for a public
hearing pursuant to Section 170.013G of the Ramsey City Code on September
24, 1987 and that said public hearing was properly advertised and the
minutes of said public hearing are hereby incorporated as part of these
findings by reference.

3. That the subject property is generally known as 14051 St. Francis
Boulevard N.W. and is legally described as follows:

Lot 1, Block 1, River's Bend Plaza, Anoka County, Minnesota.

4. That the subject property is located in the PUD Planned Unit
Development district and is approximately 1.7 acres in size.

5. That the Applicant is proposing to construct a 182 square foot
identification sign for the strip commercial center under construction on
the subject property.

6. That Section 170.05 of the City Code permits a maximum of 100 square
foot identification signs in commercial areas.

7. That the Applicant has stated that the sign will advertise many
businesses within the shopping center rather than just one business.

8. That the Applicant has stated that such variance is necessary in order
to properly advertise the shopping center.

9. That the Applicant has stated that there are special conditions
applying to the subject property, namely, that the subject property is
bounded on two sides by major thoroughfares - St. Francis Boulevard and
proposed County Road 116 and that the sign will advertise all tenants in
the shopping center, that do not apply generally to other properties in the
area.

10. That if granted, the variance will not grant the Applicant any special
privileges that are denied by the City Code to other properties in the
area.

11.

12.

13.
