Ms. Anne Norris <br />September 24, 1987 <br />Page Two <br /> <br />REGENCY HOMES: I have met on-site regarding the construction with Mr. <br />Pearson and city staff. Several issues must be addressed: <br /> <br />a) <br /> <br />b) <br />c) <br /> <br />Removal of sediment from the river and restoration of the <br />gulley erosion at the bank, <br />Vegetative screening at the top of the bank, <br />Management of the runoff on the site to prevent further <br />erosion at the bank. <br /> <br />Pat Rudolph of the Anoka County SWCD has made an on-site <br />evaluation and has provided detailed, written comments to address <br />items a) and c) listed above. Ms. Rudolph's comments should be <br />made a condition of the city's approval of any variance. To <br />address the landscaping and vegetative requirements, the <br />Department will specify a detailed landscaping plan outlining <br />plantings to occur at the top of the bank to provide for <br />screening of the structure as viewed from the river and <br />stabilization of the soils along the top of the bank. These <br />plant materials must have an extensive root system as well as <br />provide a dense visual screen. I have also talked with the <br />representatives of Regency Homes regarding the construction of a <br />stair~ay and landing do~m the bank to facilitate removal of the <br />sediment in the river. I ha~e. informed them that a separate <br />building ~ermit will be required from the City of Ramsey to <br />accomplish this (please refer to guidelines contained in letters <br />to. other residents of Riversbend Development for sample <br />standards). The Department has no objections to the granting of <br />the variance provided the above-mentioned items are addressed in <br />the city's variance action. We also understand that the <br />construction of the home was done prior to granting of this <br />variance and that the construction was a result of an <br />administrative misunderstanding at the city level.
