Ms. Anne Norris
September 24, 1987
Page Two

REGENCY HOMES: I have met on-site regarding the construction with Mr.
Pearson and city staff. Several issues must be addressed:

a)

b)
c)

Removal of sediment from the river and restoration of the
gulley erosion at the bank,
Vegetative screening at the top of the bank,
Management of the runoff on the site to prevent further
erosion at the bank.

Pat Rudolph of the Anoka County SWCD has made an on-site
evaluation and has provided detailed, written comments to address
items a) and c) listed above. Ms. Rudolph's comments should be
made a condition of the city's approval of any variance. To
address the landscaping and vegetative requirements, the
Department will specify a detailed landscaping plan outlining
plantings to occur at the top of the bank to provide for
screening of the structure as viewed from the river and
stabilization of the soils along the top of the bank. These
plant materials must have an extensive root system as well as
provide a dense visual screen. I have also talked with the
representatives of Regency Homes regarding the construction of a
stair~ay and landing do~m the bank to facilitate removal of the
sediment in the river. I ha~e. informed them that a separate
building ~ermit will be required from the City of Ramsey to
accomplish this (please refer to guidelines contained in letters
to. other residents of Riversbend Development for sample
standards). The Department has no objections to the granting of
the variance provided the above-mentioned items are addressed in
the city's variance action. We also understand that the
construction of the home was done prior to granting of this
variance and that the construction was a result of an
administrative misunderstanding at the city level. This variance
will require D!<R certification.

Please oro,:ide written decumentation and fo!!ow-uo of the Board of
Adjustment's actions on the above variances and fel~ free to contact
me should you have any questions.

Joh~inc S~&Sincerely,
Are~fHydrologist

cc: Bill Zachmann
Pat Rudolph, Anoka SWCD

L42/!kr
