Ms. ~aas thanked those <br />who have supported the heart fund in the past. <br /> <br />Motion by Councilme~ber DeLuca and seconded by Councilmember Sorteberg <br />proclaiming that the City of Ramsey will recognize the month of February as <br />'Heart Month" and call upon it's citizens to support the American Heart <br />Association. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, <br />DeLuca and Pearson. Voting No: None. Absent: Councilmember Cox. <br /> <br />Discuss Front Street NW Ali_~ment: <br /> <br />City Engineer Raatikka stated that this and the December meeting result <br />fr~m a recognized need for improved traffic circulation on the south side <br />of f~y. ~10 in the vicinity of Tungsten and Rivlyn Streets. In 1982, Front <br />Street was designated an MSA route fr~u Tungsten to the west boundary of <br />Riverside West Plat. As a State Aid road, it would be eligible for State <br />funding. The current city policy is that those properties that access a <br />MSA road will be assessed 50% of their frontage cost for a particular <br />improv~uent; there will be no assessment to the property owner that does <br />not have direct access to the MSA road. The proposed alignment would be to <br />extend Front Street west to the Riverside West plat; Rivlyn, a dead-end <br />with no turn-around for snowplows, could be extended and a cul-de-sac <br />installed or aligned to the north to tie into the proposed Front Street. <br />Mr. Raatikka stated that MN DoT is trying to eliminate as many accesses as <br />possible onto Hwy. #10. The proposed Front Street improvement would <br />provide for an alternate traffic route in the event of current accesses to <br />Hwy. #10 being eliminated and direct traffic to a controlled intersection, <br />Sunfish Lake Blvd. <br /> <br />Mr. Hartley stated that the proposed Front Street is in the very <br />preliminary planning stages and the City wants input from the property <br />cwners. <br /> <br />Priscilla O'Rourke - 6232 Rivlyn - Inquired if there are plans to close <br />Tungsten Street and if this issue is the result of snowplowing concerns. <br /> <br />Mr. Raatikka replied that there are no plans to close Tungsten. <br /> <br />Mr. Bartley stated that the subject area is served by one access. Because <br />of that it is a safety hazard during all times of the year. Another <br />concern is traffic access to ~wy. #10 and the need to clarify boundaries <br />and where roads go and should go before any more develolmm, nt takes place. <br />The city wants the property owners to be a part of the advanced planning. <br /> <br />Thelma Graves- 6322 ~y. #10 (Home) & 6314 5~,-y. #10 (Office) - Stated <br />that the proposed alignments will cut her property in half and require <br />relocating her business storage garage; inquired as to how the proposed <br />improvements will benefit snow removal efforts. The access to her property <br />is a private driveway and the City doesn't plow it half the time; when the <br />City does plow in that area they just rut up the road; to prevent any more <br />of that happening she blacktopped and put up gates. <br /> <br />Sp Council/February 10, 1987 <br /> <br />Page 3 of 10 <br /> <br /> <br />
