Mr. Paatikka replied that Mrs. Graves' neighbors call the City and request
plowing.

Mrs. Graves stated that the proposed road alignments would make her
property worthless. Relocating the business storage garage to the rear of
the property w~uld leave it too close to neighboring residential property;
that kind of relocation would require a variance frs the City.

Mr. Raatikka stated that property owners would be reimbursed for right-of-
way and damage to property.

Councilm~mber Cox arrived at 7:50 p.m.

Angela Coffin - 6336 B~y. ~10 - Stated that at the December meeting it was
mentioned that this issue is brought about by concerns to relieve the auto
accident problems on Tungsten and she doesn't see how the proposed road
alignments would do that. Stated that they bought their property because
it had access onto ~wy. $10 and now the city wants to take that access
away and destroy the value of the property.

Roger Dickenson, Jr. - Box 266, Elk River, ~l~- Most of the safety problems
are caused by Grosslein truck traffic. If the improvement is approved, the
commercial businesses will benefit the most and they should pay for it.

James Follie - 6326 Hwy. 810 - There are only 3 residences and the
businesses that use Tungsten; there is no problem accessing onto Bwy. #10;
there is more of an access onto Hwy. ~10 problem from the mobile home
court.

Roxanne Kneen - Geothermal Beating & Air Conditioning - Stated that if
the City removes their access onto ~y. 810, they won't have a road from
the highway to their back shop area. Stated that they recently rearranged
their shop front to parking and office; proposed road changes would involve
rearraranging their business again. A front service road would be better.

Councilmember DeLuca noted that it is not the City that would be taking
away the accesses onto ~y. ~10; that direction would come down from MN
DoT. Ramsey is just trying to provide for future planning so that when
those accesses are removed, there will be an alternate access available to
the properties.

Angela Coffin - Stated that a traffic light at Tungsten would be the best
solution.

Thelma Graves - Stated that most accidents happen at Sunfish Blvd. and ~y.
#10 because of garbage truck traffic; there has never been an accident frc~
somebody trying to access Hwy. ~10 from Tungsten.

Angela Coffin - Stated that she, All-Brite and Mr. Graves share snowplowing
responsibilities; there is no need for the city to try and plow that area.

Councilmember Cox stated that in the past 15 years, there have been
discussions with MN DoT regarding traffic problems on ~wy. ~10; MN DoT has
already removed s~me of the cross-overs; accidents along that stretch of
Sp Council/February 10, 1987
