CASE #

ADOPT ORDINANCE (SPECIAL FIRE PROTECTION SYSTEMS)
TO INCLUDE CHAPTER 1306 TO THE MINNESOTA BUILDING CODE
By: Dean Kapler, Fire Chief
Jerry Streich, Fire Code Inspector

Background:

This case was presented to the City Council on Tuesday, June 8, 2004, however, the City
Attorney was unable to be present and Council requested this item be continued to the June 22,
2004 meeting. The back~ound and action request remain the same.

A case was presented to Council on May 25, 2004, to introduce an ordinance (Special Fire
Protection Systems) to include Chapter 1306 to the Minnesota Building Code. The ordinance
would add reference to Chapter 8 of the City Code, dealing With Special fire protection systems.
The chapter allows the City to require fire sprinklers in homes according to what code they are
built to. Commercial structures would have a lower threshold they would be held to. Residential
would be for new construction only - and requires sprinklers in all residential occupancies that
are greater than 8,500 square feet. The inclusion of this chapter in City Code does not affect
unattached one and two family homes unless they are over 8,500 square feet. The Fire Chief,
Fire Code Inspector, and the Building Official all feel adopting Chapter 1306 is vital to the long-
term safety and economic stability of our community.

Council introduced the ordinance at their May 25 meeting, and it is now being presented for
formal adoption.

Council Action:

Adopt Ordinance #04-XX to add Chapter 1306, Subpart 3, New Buildings with Item E, Option 1,
In the Minnesota Building Code, to Chapter 8 of Ramsey City Code.

Reviewed by:

Fire Chief
Fire Code Inspector
Building Official

CC7: 06/22/04

-135-
