CASE # <br /> <br /> REQUEST FOR AN INTERIM USE PERMIT TO <br />ALLOW FOR OUTDOOR STORAGE AS A PRINCIPAL USE <br />IN THE E-1 EMPLOYMENT DISTRICT; <br /> CASE OF NOHAD LOABNCH <br /> By: Megan Wald, Associate Planner <br /> <br />Background: <br /> <br />Nohad Loabnch of Metro Environmental Site Services Inc. has submitted an application for an <br />Interim Use Permit to allow for outdoor storage of construction trailers and boxes as a principal use <br />use on the property located offof 156th Avenue situated within West Ramsey Industrial Park. <br /> <br />The following items are enclosed for your review: <br /> <br />a) <br />.b) <br />c) <br />d) <br />e) <br /> <br />Site location map <br />Site Pictures <br />Draft Planning Commission meeting minutes dated June 3, 2004 <br />Proposed Resolution tbr Findings of Fact <br />Proposed Resolution to approve Interim Use Permit <br /> <br />Notification: <br /> <br />State law requires notification to properties within 350 feet of the boundaries of the subject property <br />and property owners within that radius were notified. <br /> <br />Observations: <br /> <br />Mr. Loabnch's property is approximately 2 acres in size and is zoned E-1 Employment. The <br />applicant owns Metro Environmental Site Services Inc., which requires storage of three construction <br />boxes and three trailers. City Code states outside storage of equipment is permitted with the issuance <br />of a conditional use permit. The applicant decided to apply for an interim use permit due to the fact <br />that he does not.plan on milzing the subject property for outside storage as a principal use for the life <br />of the property. <br /> <br />The subject property is surrounded by properties that are zoned E-l, B-2, and Planned Unit <br />Development (Northfork golf course and rural residential development): The proposed use will have <br />minimal impact to the property since the applicant does not need to utilize the equipment on a daily <br />basis. The construction boxes and trailers are brought to a project site and left at the site until the <br />project is complete, which ranges l'rom three weeks to several months. The equipment would then be <br />transported back to the Ramsey parcel until the start of another project. The applicant installed a <br />recycled concrete surface on the property in order to provide access to the equipment. <br /> <br />The Planning Commission held a public hearing and reviewed the request at their June 3, 2004 <br />meeting. Kevin and Jennifer Lynnes' stated concern and opposition to the interim use permit during <br />the public hearing. Mr. and Mrs. Lynnes' stated that they believe the applicant to be storing <br />hazardous materials in the construction boxes and are parking business vehicles on the public street <br />in close proximity to their business. <br /> <br />IO <br /> <br />-159- <br /> <br /> <br />
