She noted this is at thebord, er oftkamsey and Elk R/ver. <br /> <br />Associate Planner Wald stated Mr. Loabnch's pr0perW::}~ approxi~&f~iv two acres in size and is <br />zoned E-1 Employment. She indicated the applicant ownS:Metro Environmental Site Services <br />inc., which requires storage of three construction boxes a'~ad::three trailers. City Code states <br />outside storage of equipment is permitted with the issuance 0:f"a. conditionat, use permit. She <br />stated the applicant decided to apply for an interim use permit du:~=:t0 the:fact that he does not <br />plan on utilizing the subject property ±bt outside storage as a princip~l.C~se for the life of the <br /> <br />Associate Planner Wald advised the Subject propertT'il' :S.unT0unded by properties that are zoned <br />E-l, B-2 and Planned Unit Development. The proposed riSe:will have minimal impact to the <br />property since the applicant does not need t6 Utilize the equipment on a daily basis. She stated <br />the construction boxes and trailers are b~0Ught to a project site and left at the site until the project <br />is complete, which ranges from three weeks to several months. She indicated the equipment <br />would then be transported back to the Ramsey parcel until the start of another project. <br /> <br />Associate Planner Wald explained the interim Use permit request is for a maximum of four years. <br />Staff is recommending that the applicant be required to install Class 5, at least two inches in <br />depth, and store the equipment within-the surfaced area in a neat and orderly manner. She <br />indicated .staff is recommending approval with the conditions outlined. <br /> <br />public Input · <br /> <br />Kevin Lynnes stated he:owns the property due east, which is Lot 1, Block 1. He indicated they <br />are currently using the property for this purpose, and he alerted the City to that fact. He stated he <br />built a nice building, and spent a lot of money, with the understanding this was an industrial <br />park, not trailer storage. He indicated the applicant is parking cars on the street as well. <br /> <br />Mr. Lynnes indicated he does not think Class 5 is fair when he had to spend $56,000 for asphalt, <br />and $10;000 for curb, not to mention planting trees and shrubs. He stated they have paid <br />$'106,000 to meet City requirements, and pay $30,000 a year in taxes. He indicated he has done <br />eveL'ything to meet the City requirements, but is surrounded with junk. He expressed that his <br />pt:operty value is depreciating.
