Preliminau' Plat Review: Ramsey Town Center 4th Addition <br />June 11, 2004 <br />Page 2 of 3 <br /> <br />Access: The property., will derive one access point from Sunwood Drive, which will service <br />both Lot 1 and fi.~mre development on the outlot. Lot 1 will also gain one access point from <br />145t~ Avenue. Staff is requesting that right of access along Sunwood Drive and P,.hinestone <br />Street be dedicated to the City' with this plat. The access shown on the plans will be the ordy <br />· access allowed from Sunwood Drive to serve the parcel currently known as Outlot EE. A <br />shared access and cross-parking easement will be required for the two lots. <br /> <br />-244- <br /> <br />lo) <br /> <br />it) <br /> <br />The plans catl om sidewalk installed by others on Sunwood Drive and Peridot Street. <br />The Ramsey Town Center LLC is installing temporary., walk' along these streets. The <br />walk will need to be removed to allow construction of the building. The developer will <br />need to construct the permanent sidewalk and include' the adjacent streetscape elements. <br />identified in the master development plan. The streetscape elements include light posts, <br />trees and irrigation. Detail on these elements will need to be included in the plans. <br /> <br />Construction of 147 Avenue will need to be completed as part of the site development. <br /> <br />Setback and Street Platting: The site pian is proposing to develop a two ,tory building <br />that will have a zero lot line setback along Sunwood Drive. The preliminary plat for <br />Sunwood Drive shows 9 feet from the back of curb to the property line. The streetscape <br />plan that has been established for Sunwood Drive will include boulevard trees and street <br />lights within the sidewalk section. After review of the streetscape plans for Sunwood <br />Drive by the Cib"s Public Works department, it was determined that 1! feet will be <br />needed from back of curb to the property line in order to allow for snow removal <br />equipment to safely operate between the buildings and the boulevard ta'ees. This results in <br />a need to shift the proposed building along Sunwood Dr'ire two feet to the north. Staff <br />has discussed this issue with the Applicant and they have ageed to move. the building <br />and provide a 2 foOt drainage and utility easement along the southern property line. The <br />applicant is unable to shrink the building as they have already made the building as small <br />as the could on the site and the fact that building material has been ordered.' Given these <br />factors, Staff ~inds a lesser right-of-way for I47 Ave is acceptable. The right-of-way <br />will be 58 feet instead of the normal 60 feet. The road will still be 36 feet wide and <br />comain a sidewalk. 147 Ave. will abut Town Center South Park and the 2 feet of right <br />of way will be deducted on the border of 145th Ave. and South Park. The Board of <br />Adjustment will need to approve a varlance for the lesser right-of-way at their July 1, <br />2004 meeting. The need for a variance was discussed with the Planning Commission at <br />their June 17~' Special Meeting. <br /> <br />Storm FFater Mm~agement Fee. The City has enacted a Sto~xnwater Management Fee and <br />the cun'ent rate is Tt~'ee Thousand Seven Hundred Forty One Dollars (153,741.00) per <br />acre. The amount of Stormwater Management Fee due on the 1.23~acre parcel is Four <br />Thousand Six Hundred One and no Cents ($4,601). A cash payment will be required <br />prior to the City releasing the mylars ~br recording. <br /> <br />Sewer and t'Fr~ter Trtmk Fees. Sewer Trut~ charges within the C[ty of Ramsey are <br />$3,21)4.00 per acre and Water Trunk Charges are $7,135.0(.) per acre. Thereibre, sewer <br /> <br /> <br />
