The submitted tree preservation plan shows that 1,195 of 1,792 trees on the site will be preserved. <br />The submitted landscaping plan does not fully meet the density transition requirements in City Code <br />on Lots 1,2, 3, and 4 of Block 1, Lot 2 ofBlock2, Lot 2 of Block 3, Lots 8-10 of Block 4, and Lot 1 <br />of Block 5. The Developer wilt be paying for the installation of a fence on the northern property line <br />of Lot 2, Block 3 and Lot 2, Block 1. Staff is of the opinion that this will satisfy, density transition <br />requirements in this portion of the Plat. However, a significant amount of additional landscaping <br />will need to be planted to satisfy the density transition requirements elsewhere in the plat; the <br />Council may want to look at alternative solutions to satisfy the density transition requirement. <br /> <br />The review letter from Anoka County notes that residential noise standards may be exceeded and <br />that Coun¢' policy prohibits the expenditure of highway funds for noise mitigation efforts. The City <br />Council has passed a similar policy relating to th,e expenditure of City funds for noise mitigation. <br /> <br />Several elements of the sanitary sewer and water improvement are eligible for reimbursement from <br />the city's trunk fund. The Public Works Committee reviewed this issue at their June 15, 2004 <br />meeting and recommended that the developer pay the normal trunk charges and the costs of looping <br />the Alpine Woods watennain to the twelve inch main at Alpine Drive and CR 57, and that the <br />developer be reimbursed the construction cost associated with extending the 30-inch sanitary trunk <br />sewer through the development and deepening the 8-inch san/tary sewer on Vanadium Street in <br />order to have the potential of servicing the adjacent neighborhood to the west by gravity. Council <br />approval of the Alpine Woods plat will ratify the recommendation of the Public Works Con'unittee. <br /> <br />The Park and Recreation Commission reviewed the plat at their April 8, 2004 meeting and <br />reconm~ended that park dedication requirements be satisfied with a cash payment. <br /> <br />On April 27, 2004 the City Council granted approval of the Preliminary Plat of AIpine Woods. <br /> <br />Recommendation: <br /> <br />City Staff recommends approval of the final plat of Alpine Woods, contingent upon compliance <br />with the City Staff Review Letter dated June 18, 2004, the Developer's receipt of an easement from <br />the owner of Lot 1, Block 1, High Point 2"d Addition, and the Developer entering into a <br />Development Agreement with the City. <br /> <br />Council Action' <br /> <br />Motion to adopt Resolution #04-06-__ to approve the final plat of Alpine Woods contingent upon <br />compliance with the City Staff Review Letter dated June 18, 2004, the Developer's receipt of an <br />easement from the owner of Lot 1, Block 1, High Point 2nd Addition, and the Developer entering <br />into a Development Agreement with the City. <br /> <br />-or- <br /> <br />Motion to deny the final plat. <br /> <br />Review Checklist: <br />Assistant Community Development Director <br />City Engineer <br />CC: 06/22/04 <br /> <br />-270- <br /> <br /> <br />
