Staff recommends that <br />this lot be platted as an outlot. Temporary road easements must be obtained on all parcels <br />encumbered by the proposed temporary, cul de sac bulb. <br /> <br />Access to Lots: This plat will dedicate the right of way along CR 57 to Anoka County, except at the <br />location of its intersection with 155th Ave. This will result in the elimination of four driveway <br />accesses directly onto CR 57. The developer must obtain a permit from the Anoka County Highway <br />Department and is being required to construct left and right turn lanes at 155tl~ Ave and CR 57. <br />Anoka County has also requested the construction of a right turn lane at 153rd lane and Cr 57. The <br />City is requesting that Anoka County reconsider this request since this subdivision will not add a <br />significant amount of traffic at this intersection. <br /> <br />Easement to North: A drainage and utility, easement for the sanitary trunk sewer and a road <br />easement for the temporary cul de sac will be required from the property immediately north of this <br />development (Lot I Block 1 High Point Second Addition) prior to this plat being released for <br />recording. <br /> <br />Noise Mitigation: The review letter t¥om Anoka County notes that residential noise standards may <br />be exceeded and that County policy proh-ibits the expenditure of highway funds for noise mitigation <br />efforts. The City has recently adopted a policy which states that city funds will not be utilized to <br />construct noise walls along County highways. <br /> <br />Utilities: All lots are proposed to be served by municipal sewer and water which would access the <br />plat from the Alpine Acres development to the east. Several elements of the sanitary sewer and <br />water improvement are eligible for funding l¥om the city's trunk fund. The Public Works committee <br />reviewed this issue at their June 15, 2004 meeting and recommended that the developer pay the <br />normal trunk charges and the costs of looping the Alpine Woods watermain to the twelve, ingh main <br />at Alpine Drive and CR 57, and that the developer be'reimbursed the construction cost associated <br />with extending the 30-inch sanitary trunk sewer through the development and deepening the 8-inch <br />sanitary sewer on Vanadium Street in order to have the potential of servicing the adjacent <br />neighborhood to the West by gravity. <br /> <br />Park Dedication: The preliminary plat was reviewed ,by the Park and Recreation Commission at <br />their April 8, 2004. The Commission recommended that park dedication for the plat be satisfied <br />with a cash payment. Park dedication requirements must be satisfied prior to the release of the final <br />plat for recording. <br /> <br /> Trail Fee: Trail Fees must be also be paid prior to release of the final plat for recording. <br /> <br />Stormwater Management Fee: A storm water management J:'ee of $375 per lot must be paid for <br />the new lots being created. The rate in effect at the time of final plat approval must be paid prior to <br />the City's release of the final plat/hr recording. <br /> <br />Sanitary Sewer and Water Trunk Fees: The City has established a sanitary sewer and water trunk <br />fee that must be paid prior to release of the final plat ibr recording. Since tl2e existing houses were <br />not hooked up to City Sewer and Water, 26 lots will need to pay the Sewer and Water Trunk fees. <br /> <br />-282- <br /> <br /> <br />
