Alj~ine P~'ooJs <br />Final Plat Review <br />June iS. 200¥ <br />3 oj' <br /> <br />Tree Preservation and Planting Plan: In reviewing the tree preservation plan, dated March 31, <br />2004, staff had specified which lots were required to have two (2) trees installed, one (1) tree <br />installed, and those that did not require any new plantings depending on the number of trees being <br />preserved on each lot. A landscaping plan, dated April 27, 2004, has been submitted that satisfies <br />the front yard planting requirements. The size of the trees meets the requirements Of City Code. <br />However, the species palette needs to specify which species will be installed (for the deciduous <br />trees). The Ramsey Tree Book can be referenced to determine acceptable and/or preferred species. <br />The Tree Preservation plan shows a total of 1,792 trees throughout the site, and indicates that 1,195 <br />of these trees will be preserved (597 trees will be removed to facilitate construction). <br /> <br />Density Transition: City Code requires Level 3 density transition between the proposed single- <br />family urban lots and the existing single-t'amily rural lots to the west, south, and north. The wetland <br />in the northwestern corner of the prope+wy appears to satisfy this "requirement for a portion of the <br />plat; additional landscaping will be required for Lots 1, 2, 3, and 4 of Block 1, Lot 2 of Block 2, Lot <br />2 of Block 3, Lots 8-10 of Block 4, and Lot 1 of Block 5. The following table shows the number of <br />trees required for each lot under density transitioning requirements: <br /> <br />Location Min. Req. Staff understands that you are.working with the owner of <br />Lot 1, Block 1 High Point Second Addition on the installation of a fence along his property line. <br />Staff will discuss the adequacy of the current landscaping plan for purposes of density transition <br />with the City Council. <br /> <br />Wetlands: A substantial portion of the property is wetland. A wetland delineation report has been <br />submitted and verified. This development proposes no wetland filling. A permit ±?om the Lower <br />Rum River Water Management Organization is required and has been obtained for this <br />de,)elopment. <br /> <br />Drainage: A final drainage and ~'ading plan has been prepared by Mark Kretchmer PE of Passe <br />Engineering as sheet G1 of the construction plan set. This grading p{an is acceptable subject to <br />comments [1, 12, and 13 of the staff review memo dated June 15, 2004. <br /> <br />Streets: The street plan proposed ts generally acceptable, however, a temporary cul de sac needs to <br />be placed on the northern terminus of Uranium Street until such time as this street can be continued <br />northward.
