and cross-referencing.

Councilmember Cox stated that Star City is just another govermment program
to spend tax money derived from businesses to supposedly promote those
businesses; the information gathered in the star city tasks is of value but
not sure Star City designation is. The City recently spent $25,000 on a
study of the Hwy. ~10 corridor; the study stressed how important Ramsey is
going to be industrially and commercially as a result of the airportl a
letter received from the President of the Economic Development
Company/member of the Economic Development Commission opposing airport
improvements conflicts with the study and the city's intent for economic
development; appears that the EDC should get it's priorities in order.

Motion by Councilmember Cox and seconded by Councilmember.DeLuca
authorizing the hiring of Yvonne Curran for a six month period as .an
economic development intern to complete Star City tasks.

Further Discussion: Councilmember Cox reiterated the value of information
gathered in doing the star city tasks but that the designation itself is
not necessary and many communities may find it an embarrassement in the
future. Mr. Gorecki stated thd'i once all the Star City criteria is met,
the city can decide whether the designation is necessary or .just to proceed
with the concept. Councilmember Cox agreed that this motion should
indicate proceeding with the Star City concept but a decision 'pursuing the
designation will be made in the future. Councilmember DeLuca agreed that
the groundwork to obtain Star City statu~ is the real benefit of the
program but to not go the last step and obtain the designation, .which does
not cost any more, does not make sense. Councilmember Cox stated that the
entire Star City program might be an embarrassement by the time Ramsey
completes it's tasks. Councilmember DeLuca stated that whether or not a
city ends up embarrassed by Star City designation depends on how well that
city dit it's homework.

Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox,
DeLuca and Pearson. Voting No: None.

Recommendation From Economic Develovment Commission
~e~ardin~ Metro ~a Resort Site:

Motion by Councilmember $orteberg and seconded by Councilmember DeLuca to
authorize a letter to the Northern )~yors' Association responding to their
request for potential sites for a Metro Area Resort.

Motion carried.
