An examination of existing <br />industrial uses and acoess discloses three partial loop roadways presently <br />cc~ off of Sunfish Take Bculeval~, Industrial Boulevard or Ramsey <br />Boule. In each c~e these ar~ fragmented street extensions with li~it~_ <br /> <br />In contrast, .the n~w major Tnurston Bridge crossing into Anoka provides a <br />cent_~al connector between ~ial Boulevard and TH 10. The proposed <br />layout of streets and lots rmdiatir~ from that collector road ~ provide <br />an integrated development pattezn. This pattezn further hinders development <br />of the Ramsey area in that no high-powered connection is proposed as part of <br />these plans for the 'existing Thurston overpass. <br /> <br />The problem, of course, is that Anoka has spent a great deal of Municipal <br />State-Aid funds in advmnc~ the bridge and is reluctant to share that <br />accessibility with competing areas. It also is c~m~itted to high quality <br />development and does not perceive that Ramsey has 'the same ~itment. <br />There is an ~tage to planning t. he er~ area of bo~d% ~ities as an <br /> <br />markeV~h/~ity of the p~-~perty in Ramsey and Anakm. A tiered approach to <br />industrial use locations could be es~b. lished with enforceable develui,,~ent <br />guidelines to assure mutual investment pro~tion. It is also possible to <br />consider the joint financing or relief financing for fu/~re uses. Perhaps <br />Ramsey might even consider some payback plan to Anoka in exchange for <br /> <br />Zmpl ementation Policies <br /> <br />A consolidated development strategy wi~h clear public policy is the <br />essential ingredie~nt to accelerate development potential. ?ne <br />revitalization ~d m~nagem~nt of TH 10 is ~-ucial to est-~Sli~h ~he flavor, <br /> <br />ccmloetitiv~ness cr2y if o.--g~zed ~.~d pl~-med on a consolidated basis.
