~ 10 was one of the earliest trunk highways to be developed in the <br />metropolitan area and the arr~ng~ts made in acc~rir~ the right-of-wmy <br />have left a problem in terms of access driveways f~om adjaoent prcperties. <br />As the traffic volumes on arterial roads increase, direct driveways <br />constitute a severe accident problem. Median breaks which r~sult in <br />unoontrolled left-turn movements ag-~ir~t heavy opposir~ tl~fic flows also <br />constitute an accident potential. On the 2.65 miles of ~ 10 in the st~ <br />area, there ar~ 53 private access points and five median breaks not <br />associated with intersections. <br /> <br />The elimination of direct access to the road obviously requires the <br />pr~vision of alternative access. Frontage roads are the most effective <br />~ans of supplying that alternative where conditions conducive to theLr <br />implementation exist. <br /> <br />In the case of existing developments, the location of buil~ and their <br />access orientation often present obstacles to the achievement of a <br />ccmp~ive frontage road sysco. <br /> <br />Two basic locations of a frontage road are: <br /> <br />Adjacent to the highway, giving access to the fr~n~ of t. he properties. <br />This position is frequently the easiest to achieve because of the <br />orientation of goods .~ion facilities. It has the disadhran~ges of <br />headlight glare problems for drivers on the highway. It also removes <br />v~l!~lole parkcblg areas with high visibility. <br /> <br />At the h~ks of propez~des. This position avoids the headlight glare <br />problem and does not des~oy parking areas which are visible to <br />highway.
