Inspe~. ~tion of the p.~mperties fronting onto TH 10 ~howed that the ek~nt of <br />deve!c~m~nt obstructir~ the implementation of a frontage road sS~ta~ is <br />limited. ~er, there is sufficient developmant to make the provision of <br />a frontage road ~t~m on the north side of TH 10 difficult on a small <br />budget. Postpor~ a solution will not make t_he problem go aw~y. In fact, <br />additional development will continue and in a few years' time, it will be <br />difficult to provide a right-of-way for a frontage road, even on a large <br />budget. In l0 years' time, it may become econ~cally infeasible to <br />assemble the property needed. <br /> <br />The frontage road systems on the north and south sides of TH 10 have quite <br />different degrees of difficulty associated with their implementation, and <br /> <br />The south frontage road ~hould be provided making use of the existing roads <br />and the prcposed MSAS improv~-nts for Front Street N.W. ar~ the proposed <br />arrangements for a right-of-way throuc~h the proposed county park. Its <br />alignment should make provision for a grade-separated inte_~_har~e between ~R <br />56 and TH 10 or for one between CR 83 ar~ TH 10. The s~uth frontage road <br />~hould be ext~ded further westward to P~ma Street N.W. and beyond if <br />f~ible. <br /> <br />The ideal situation for a north frontage road would be to have the road <br />cm~m~nce ~ of t_he study area at Tnurston Av~ae in ~no~ka, using the road <br />serving the He~rick Industri~ area. This roadway runs into the par ~king <br />a-~ea at the front of the Anoka Vocational Tec~cal Lnstitute. Location of <br />the institn/te's t~ildLngs close to the railroad right-of-way precludes t~he <br />frontage road from being placed at the back of t_he school. The possibility <br />of lccatir~ t_he frontage road between ~ne front of t.he ~school ar~ the <br />trove!ed lanes of TH !0 should be Lnvestigated in detail, Ln con~-!tation <br />wi~h F~IDOT. West of ~he Technical Insti~a~e, the ~ fea~ibie location cf <br />t_he frontage road a..opears to be at t~he back of t_he p_ .~ope_~ies, adjacent to <br />~ne rail_~oa~ ri~t-cf-w~y.
