Voting I~o: None. <br /> <br />Council recessed at 8:50 p.m. <br /> <br />Mayor Reimann called the meeting back to order at 9:06 p.m. <br /> <br />Reoort On Land Values In Thc LArec Of highway #10 And West Of <br /> $~nfish Lake Blvd. And Action On Condemnation Of.Land For Road <br /> <br />Mr. Goodrich presented Council with copies of two letters addressed to him <br />from Winslow and Corrine Rolasek and Edward and Lorn Hamilton dated October <br />29, 1987 and from Todd and Randy Elofson dated ~ovember 4, 1987. Mr. <br />Goodrich noted that Mr. Rolasek is concerned that Council did not receive <br />copies of these letters prior to tonight's meeting. Mr. Goodrich stated <br />that per Council direction, he has been gathering information on the sales <br />data of land in Riverside West. On Thursday, November 5, he met with <br />Councilmember Cox and the appraisor hired by the City to discuss the <br />process used in appraising land values south of Rwy. ~10. At that time, he <br />provided Counciimember Cox with a copy of only the l~olasek/Ramilton letter <br />as he had not yet received the Elofson letter. On Tuesday, November 10, he <br />met with Councilmember Cox again and provided him with a copy of the <br />Etofson letter at that time. F~r. Goodrich read both letters aloud. <br /> <br />Mr. Goodrich provided Council with a plat map of Riverside West indicating <br />recent.property transfers and the per acre selling price as follows: Block <br />1, Lot 1 ' $37,931; Block 3, Lot 3 - $17,543; Block 3, Lot 4 - $9,649; <br />B! ock 3 , Lot 5 - $ g ,7 7 0; B 1 ock 5 , Lo t 2 - $ 1 8 , 5 0 0 <br /> <br />Councilmember Cox noted tkar. the average per acre cost, excluding Lots 4 <br />and 5 of Block 3 (because there is an obvious situation that existed), is <br />$23,000* but that these lots are improved with storm sewer and blacktop <br />streets (for which right-of-way was donated). Counci!member Cox relerred <br />to the Eolasek/Hamilton letter and made the following comments: disagrees <br />that his comments imfluence :he other counciimembers; bringing up past <br />policy regarding purchasing of right-of-way was a responsible act on hi~ <br />part; the major benefit of the ~r~posed Front Street i~ to propertie~ sou~h <br />of Hwy. f-'10 and will be used very little by the= part of the City located <br />north of the rai!z-oad tracks.
