Councilmember Cox ~tated that it is <br />not fair to spend revenues for right-of-way when they could be used for <br />construction of other needed corridors where right-cf-way would be donated. <br />Councilmember Cox ~tated that he is not willing to utilize revenues, <br />especially when they are generated by development in another area that is <br />paying for all of it's own improvements, to purchase right-of-way. <br /> <br />Councilmember DeLuca agreed and noted that Councilmember Cox has every <br />right given to him by the voters to be a part of the decision making <br />process. <br /> <br />Mr. Holasek stated that his letter nays that he doesn't believe a decision <br />will ever be reached when Councilmember Cox is present. <br /> <br />Councilmember DeLuca ~tated that he disagrees with Councilmember Cox in <br />that he feels with this particular case the city should purchase the <br />easements so that the project can proceed because: the city has entered <br />into a contract for construction and a lawsuit could cost as much or more <br />than the easements; development of this area will ultimately bring in a <br />very ~ubstantial tax base for Ramsey. <br /> <br />Mr. Goodrich stated that the condemnation hearing has been rescheduled to <br />~ovember 13 and Council should: drop or table the project indefinitely; <br />offer $25,000/acre for easements; proceed with condemnation in which cage <br />the City will pay at least $25,000/acre for easements; install newer and <br />w~.ter trunks in the Hwy. ~-10 corridor. <br /> <br />Councilmember Coz stated that there are some real advantages to installing <br />sewer and water in the Hwy. ~-10 corridor. If the property develops as a <br />result of sewer and water being available, the developers will be <br />responsible for providing Front Street; if repairs to the sewer and water <br />system are required in the future, Front Street will not have to be torn up <br />do to them. Aligning sewer and water in the Front Street corridor was <br />purely for the benefit of the property owners. <br /> <br />Mayor Reimann stated that installing sewer and water in the Hwy. ~10 <br />corridor makes the service available for development purposes and gives the <br />city the most for it's dollar. <br /> <br /> · Ra._kk= stated that the contractor has indicated there will be no legal <br />action against the City if most of the project is retained and scheduled <br />for construction in the spring of 1988. <br /> <br />M~. Eartley noted that none of the property south of Mwy. ~10 will be <br />eligible to generate tax increment revenues unless Front Street is <br />constructed and the City has been basing some of it's tax increment <br />prejections on this area. 5'ne City has 3 years to establish the road or a <br />similar improvement to be able to capture the tam increment and the tam <br />increment district has to be e~tablished right away. <br /> <br />Councilmember DeL,'ca reiterated that it world be in the c~ty's best <br />interest to purchase road easements and proceed. <br /> <br />City Council/November lC, 1987 <br /> <br />Fage 9 of 12 <br /> <br /> <br />
