Motion by Councilmember Riley, seconded by Councilmember Shryock, to Adopt Resolution
#16-07-135 Approving Plans and Specifications and Authorizing Advertisement for Bids for
Improvement Project #16-95 Zeolite Street Storm Sewer Extension.
Motion carried. Voting Yes: Mayor Strommen, Councilmembers Riley, Shryock, Johns,
Kuzma, LeTourneau, and Williams. Voting No: None.
7.04: Consider Adoption of Resolution #16-07-133 Accepting Bids and Awarding
Contract for Improvement Project #16-00 Division Al, Crackseal and Sealcoat
Improvements
City Engineer Westby reviewed the staff report and recommendation to adopt Resolution #16-
07-133 accepting bids and awarding a construction contract for Improvement Project #16-00
Division Al, Crackseal and Sealcoat Improvements.
Councilmember Kuzma stated that the staff idea to complete the borings with the remaining
available budgeted funds is a great idea that he would support.
Mayor Strommen agreed noting that the City has been plagued by bad soils in the past so it
would be helpful to know what the City is working with.
Councilmember LeTourneau stated that there are market conditions that cannot be predicted and
for whatever reason the market allowed this price to come in at the City standards for lower that
estimated by staff. He was thrilled with the cost savings.
Motion by Councilmember Shryock, seconded by Councilmember Johns, to Adopt Resolution
#16-07-0133 Accepting Bids and Awarding Contract for Construction of Improvement Project
#16-00 Division Al 2016 Crackseal and Sealcoat Improvements with the allowance to use the
$25,765 pavement coring and soil borings for future street projects.
Further discussion: Councilmember Shryock noted that there is a segment of Waco that is not
proposed for repair at this time and asked for additional information on how that is determined.
City Engineer Westby identified the segment not proposed to be sealcoated with this project,
noting that street was constructed at a different time and therefore is not at the same point in its
lifecycle and does not require seal coating. He stated that street may possibly require more than
a sealcoat or crackseal at this time.
Motion carried. Voting Yes: Mayor Strommen, Councilmembers Shryock, Johns, Kuzma,
LeTourneau, Riley, and Williams. Voting No: None.
7.05: Consider Adoption of Resolution #16-07-134 Accepting Bids and Awarding
Contract for Improvement Project #16-00 Division B, Mill and Overlay
Improvements
City Council / July 26, 2016
