City Engineer Westby provided an update on the Andrie Street project stating that everything is <br />moving well on the project. He noted that when there is a large downpour there are some issues <br />with temporary flooding but advised that those situations are quickly resolved. He noted that <br />there have been some problems with attempting to keep residents' irrigation systems going <br />during the project but advised that staff will continue to work with the contractors and <br />subcontractors to ensure that issue is resolved. He noted that he has heard many positive <br />comments from residents in the project area. <br />Councilmember Kuzma asked for an update on the whistle blowing of trains, noting that he has <br />heard more recent whistles at Alpine. <br />City Engineer Westby stated that the Alpine Drive crossing is an established quiet zone but noted <br />that the train engineer reserves the right to blow the whistle should it be necessary. He stated <br />that with the Armstrong interchange there would be no reason to blow the whistle at that <br />location. He stated that the Jarvis crossing is not an established quiet zone but noted that staff is <br />working on the process to establish that as a quiet zone and hopes that will become a reality by <br />this fall/winter. <br />9.
