staff would be open to setting up a process that is a bit more streamlined than the IUP process. <br />He noted that this will also allow staff more time to establish standards unique to Ramsey, <br />maintain local control over end -use decisions, and ensure that proper public safety and building <br />standards are maintained. <br />Councilmember Kuzma asked what would happen if the City did nothing. <br />Community Development Director Gladhill stated that if the City does nothing the statute will go <br />into effect and all the standards outlined in the statute would apply. He noted that the City would <br />have the time to opt out after September 1st through another process but the statute would still <br />apply after September 1st until the time when the City did opt out. <br />Councilmember Shryock asked if there would be a deadline for the City to adopt their own <br />standards. <br />Community Development Director Gladhill replied that there would not be a deadline. He <br />explained that if the City opts out there is no action needed and if desired the City could then <br />develop their own standards and enact them on their own timeline. <br />Mayor Strommen stated that this would then be a two-step process as the City would opt out of <br />this statute and then would have a policy discussion to determine if they would like to develop <br />their own standards. <br />Motion by Councilmember Kuzma, seconded by Councilmember Johns, to introduce an <br />Ordinance #16-07 opting out of the permitting program allowing temporary family health care <br />dwellings in residential areas and direct staff to prepare a separate ordinance establishing a <br />process for temporary housing. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Kuzma, Johns, Kuzma, <br />Shryock, and Williams. Voting No: None. Absent: Councilmembers LeTourneau and Riley. <br />8. MAYOR, COUNCIL AND STAFF INPUT <br />City Administrator Ulrich announced upcoming meetings and events. <br />Councilmember Kuzma stated that he had a great time at Night to Unite, noting the increased <br />participation from residents. <br />Councilmember Shryock stated that this was her first opportunity to visit parties on Night to <br />Unite and also enjoyed it. She stated that she met some residents that were possibly interested in <br />joining Boards or Commissions. She encouraged interested residents to apply for Boards and <br />Commissions. <br />Mayor Strommen stated that it was a great night for the event, noting that she was paired with <br />Police Chief Katers for the night.
