Elwyn Tinklenberg, The Tinklenberg Group, stated a lot has happened in the past six months, <br />noting the Armstrong interchange ribbon cutting was a great example of that. He stated that one <br />of the goals for the first six months this year was to maintain the level of awareness for Highway <br />10, which he believed had been done, and reviewed a number of elected officials and legislators <br />that have kept Highway 10 on their list of priorities. He stated that applications for federal <br />funding have been submitted and the encouragement for local business owners to speak up about <br />Highway 10 as well. He stated that while this year has yet to produce a funding allocation on <br />either a state or federal level, he noted that they continue to build relationships, advancing the <br />priority Highway 10 projects forward. He noted that continuing to build those relationships will <br />be a focus for the next six months along with preparation for the special session. He stated that <br />education of new candidates is also important to ensure that everyone is aware of the needs along <br />Highway 10. He advised of continued efforts and communication with members of Congress <br />and the Senate that have expressed their desire for MnDOT to focus on Highway 10. <br />Councilmember Kuzma stated that he is pleased to hear the positive things that are going on. <br />Mr. Tinklenberg stated that Ramsey is the only municipal client that he has because he believes <br />in this. He stated that Ramsey has the opportunity to be the next major economic driver in <br />Anoka County and he is proud to be a part of that. <br />City Administrator Ulrich recommended that the Council approve the extension of the Ramsey <br />US Trunk Highway 10 Improvement Development Plan with The Tinklenberg Group for a term <br />of six months. He noted that the contract includes a not to exceed amount of $17,000 and noted <br />that if a special session is not called that amount would be decreased by $2,000. <br />Motion by Councilmember Kuzma, seconded by Councilmember Shryock, to approve the <br />extension of the Ramsey US Trunk Highway 10 Improvement Development Plan with The <br />Tinklenberg Group for a term of six months, August 2016 through January 2017, in an amount <br />not to exceed $17,000. <br />Further discussion: Councilmember Kuzma stated that on Night to Unite he heard multiple <br />comments from residents saying how much they like the new bridge and ramp. Councilmember <br />Shryock commented that part of the Highway 10 effort is not only for the businesses and <br />transportation in the area but will also greatly benefit the development of The COR. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Kuzma, Shryock, Johns, and <br />Williams. Voting No: None. Absent: Councilmembers LeTourneau and Riley. <br />7.02: Introduce Ordinance #16-07 Opting Out of Temporary Family Health Care <br />Dwelling Statute (Project No. 16-67) <br />Community Development Director Gladhill reviewed the staff report and recommendation that <br />the City opt out of the current bill and adopt a separate ordinance establishing its own process for <br />these situations, as allowed by the Statute. He stated that staff does not object to the concept nor <br />the need for temporary housing in these situations, however the City would be able to utilize <br />existing tools to address the situation, most notably an Interim Use Permit (IUP).
