General Site Observations <br /> The current site size and configuration limits the department's <br /> operational efficiency and opportunity for growth.The inefficient <br /> layout and shape of the site has facilitated the need to spread <br /> operational functions throughout the site creating increased site <br /> circulation and separation of functions. Site operational/functional <br /> deficiencies noted include the following. <br /> • The road that bi-sects the site is virtually a public road <br /> with no separation from the Public Works yard and <br /> facility components. <br /> • Site security is at a minimum/non-existent <br /> • Employee and visitor parking is located in a manner <br /> forcing integration of private vehicle traffic with <br /> department vehicle traffic. <br /> • Movement between buildings does not flow efficiently <br /> due to the location of the drive areas and entrances to <br /> the buildings. <br /> • Building locations and elevations create inefficiencies in <br /> movement of materials and vehicles. <br /> • There is no"front door'to the site.
