The Commission dfscussed Section 110.183, Subdivision 2(E)(d) regarding
distance from adjacent dwelli~gs. Commissioner LaDue stated tl~at he felt
this requirement should be less than 300 feet.

The Commission reviewed Section 110.183, Subdivision 2(D) regarding
sanitation and health. The Commission suggested that tile City Attorney
includ, daily cleaning of enclosures and weekly disposal of animal waste.

Joyce Kulla asked the Commission whether existing wild animal owners would
have to comply with the conditions of the proposed ordinance. Chairman
Zimmerman stated that the ordinance requires all owners of wild animals to
apply for a conditional use permit; Chairman Zimmerman noted that if Ms.
Kulla meets the requirements of the ordinance, there should be no reason
why the conditional use permit application would be denied.

Commission Shumway asked Joyce Kulla and Tom Guyer to review the proposed
ordinance and provide written comments to the Commission before their
regular November meeting. Chairman Zimmerman repeated this request to Mr.
and Mrs. Carl Anderson.

Mrs. Anderson asked whether the ordinance would require a conditional use
permit for each wild animal.

Chairman Zimmerman asked the Commission to conslder what zoning districts
and minimum lot sizes might be appropriate for keeping wild animals.

Mr. Guyer expressed concern that the proposed ordinance duplicates the
State licensing requirements for wild animals. City Attorney Goodrich
stated that he will review the State's licensing requirements for wild
animals before the November Commission meeting.

Mrs. Anderson was concerned that both primary and secondary enclosures be
constructed similarly; that she is concerned that the enclosures be secure.

Chairman Zimmerman encouraged the Andersons, Ms. Kulla and Mr. Guyot to
prepare comments on the proposed ordinance for the next Commission meeting.

Case ~5: Information Items:

The Commission noted the info~-mation items contained in the agenda.

;~DJOUPaY

Motion ~y Commissioner LaDue and seconded by Commissioner Shumway to
adjourn the special Co~issicn meeting.

Motion carried.
