Mr. I~olton stated that he doesn't feel community education should pay for Council's perception of the school district as a whole. Community education will do it's best to provide what the city wants for the amount of dollars it wants to spend but t~ey need the city's cooperation. Councilmember Cox stated that he is not opposed to a key communicator program; at this point, he feels it should be a function of the police department and not community education. Motion carried. Case ~2: Ca~e ~8 - Update On Requests For Tax Increment Assistance: Mr. Dick Carson stated that he is requesting that City Council initiate the establishment of a tax increment district to extend sewer and water trunk to his and Sid Schaumburg's proposed residential development of Ramsey Terrace Pond, Mr. Carson stated that he feels there should be an agreement to establish a tax increment project prior to entering into the agreement outlined in Ms. ~orris' memo to David Hartley dated October 20, 1987. Mr. Hartley stated that the agreement would include all the items listed in the October 20 men:, and indicate Ramsey's interest in using tax increment financing to extend trunk utilities to the area. Mr. Hartley stated that it would not be appropriate for Council to make any representations to use tax increment without some documentation that the development will take place. ~ir. Carson stated that the City's representation should be more than an expression of interest if the developers are going to provide $I5,000 for a feasibility study. Mr. Carson requested a firm commitment to use tax increment for the project; if it can'~ be provided, the developers will research another way or place to develop. Councilmember DeLuca stated that it would be appropriate to add an item to the agreement indicating the development is contingent upon establishing a tax increment district with funds being used to extend utilities in accordance with the tax increment policy adopted by City Council. Mr. Hartley stated that another issue to be addressed is accelerated SAC pa>nnents to avoid a four year deficit period in which the City would have to carry the project. Mr. Eartiey stated that Mr. Ron Batty, -Ramsey's bond counsel, has recommended that the accelerated SAC payments be referenced in the Stage ! development agreement and finalized in the Stage £ deve!cpment agreement.
