Ordinance %87-X regarding Gateway North Industrial Airport zoning was
introduced.

Motion by councilmember Cox and secor~kd by Couneilm=mher DeLuca to adopt
Resolution %87-54 setting a public hearing date of March 11, 1987 regarding
airport zoning. Voting No: No~e.

f~g?~ S~hority Of _Appo_ intees:

Oomcil tabled this case.

~ ~-7;orm Sewer Improvement Policy_:

Mr. Goodrich presented a resolution for council consideration that reflects
their earlier disomsio~m regarding storm sewer taxing districts laying for
all costs related to the develol~ent of storm sewers with the exception of
the cost of storm sewers brought about by a developer's desire to improve
land for resale.

Councilme~ber DeLuca stated that this proposed resolution conflicts with
past council action to exclude certain areas that have installed and paid
for their o~n store sewer improvements. ~at action was intended to avoid
double taxing for storm sewer improvements. ~his proposed resolution would
be double taxing because it requires new areas to pay for their o~n storm
sewer r~cds and it does not exclude th~ from their taxing district for any
period of time.

Council directed Mr. Goodrich to prepare a resolution for council
consideration that would establish a policy of requiring newly developing
areas to ~y for their (wn storm sewer needs and excluding those areas from
their respective storm sewer taxing district for a 5 year period.

~ ~able Worth;

Council ,.~h]ed this case.

Landfill Co~dssion _Appo_ intm~nts:

Councilms~er Cox noted that there were B applications for the commission,
two of which are associated with the landfill.
