Mayor l~eimann - Inquired as to the amount of vacant land it requires to have a $70,000 valuation. Mr. Raatikka- Beplied that he assumed land is $1200/acre if it is not subdivided; if it is, the value would probablly be between $12,000 and $13,000 per acre. Mr. l~aatikka proceeded to revie~ the project schedule: hearing scheduled on February 10; hearing conducted March 10; plans should be ordered and bid by June 30; construction would begin the end of July; project completion in late October. If the project is approved, it will be added to the levy for 1988 property taxes. City /~]ministrator Hartley commented that ~4N DOT's participation would be very helpful as B~y. #10 seems to have served as a damn to storm water drainage. Mr. Hartley also explained how MN DoT obligates funds through the fiscal year and the State's fiscal year ends June 30; Ramsey needs to act in a way that will meet the State's schedule. Erika Sitz - 6521 154th - Inquired as to how ~N DoT's share was determined. Mr. ~aatikka - Beplied that the formula was based on area of right-of-way and then a percentage of that in terms of the area. Jane Terpstra - 9108 Collins Drive - Ommm. nted that the money from MN DoT is also mo~ey derived frcm taxes and stated that it was her understanding that Itasca ~eights was to he exempted fr~m the district. Mr. Fartley - ~eplied that the excluded areas were those areas that had already paid for store sewer systems. Jane Terpstra - Inquired whether Skelgas' water problems are spring fed or water ?~hle. Mr. Raatikka - Beplied that the problems are caused fr~m high water table. Jane Terpstra - Inquired if the water problems nave been in existence for more than two years. Mr. Baatikka - Beplied that the water problems started in 1982; many of the businesses along Hwy. %10 have problems with water in their basements.
