That 60 days allows <br />citizens the ~ to petition to ~ the project. <br /> <br />Jim Holm- Ir~lulred ~s to what action the citizens can take to have the <br />City policy for assess/rig sealcoating changed to having those costs taken <br />out of the general fund. <br /> <br />Mr. ~artley - Stated that there are two petitioning processes that need to <br />be clarified. The 60 day waiting period gives those persons Ixoposed to be <br />assessed for a project the opport~utty to decide whether or not they are in <br />favor of or opposed to a project. Petitions can be submitted in favor of <br />or opposed to; the petition signed by more than 50% of the property owners <br />rules. If t~o petitions are sutmitted, one in favor of and one (~posed to, <br />and both petitions are represented by the same amount of property owners, <br />the c~e in favor of rules. People can change their mind on a petition ~p <br />to the time it is submitted to the City Council. When the City <br />Administrator receives the Petition, he will submit it to the council at <br />their very next meeting, regular or special. In order to change policy, <br />there are a couple of approaches, f~e way is to talk to representatives <br />and convince them to change city policy. The other approach is initiative <br />which allows citizens to proposed a law or ordinance to be adopted. To do <br />that the citizens circulate a Petition to be signed by at least 10% of <br />the number of registered voters at the last general election. That <br />petition submits the initiative to council. Council can adopt that <br />ordinance at that point or put the ordinance to a vote of the entire <br />ccmmmm%tty. This process is available on any issue. Mr. ~artley noted that <br />he will talk to Mr. Holm following the public hearing regarding zoning <br />concerns in Alpaca Estates. <br /> <br />Michelle Kropske - 7929 142nd Avenue - Inquired if the 50% in the <br />petitioning process refers to occupied parcels. <br /> <br />Mr. ~artley - Beplied that petition n~bers are based on ntm~er of property <br />owners. <br /> <br />Project #87-11 - South 1/2 of ~agen's Unplatted Area <br /> <br />There was no citizen input regarding this proposed project area. <br /> <br />Project %87-12 - Ford Brook Estates <br /> <br />There was no citizen input regarding this proposed project area. <br />Project #87-13 - Greenla~ Hiils <br /> <br />There was no citizen input regarding this proposed project area. <br /> <br />Project #87-14 - Menkveld's Unplatted. North of Pineview Estate-~ <br /> <br />Barb Graen - 7321 150th r~_ne 1~ - Suggested that this area be tabled for <br />sealcoating until a decision is made on the airport.
