Paatikka - Stated that the airPort process is a slow one and it could <br /> a nm~er of years before the de~ision is made and property in the safety <br /> <br />zone is cleared off. <br /> <br />Barb Graen - Noted that 150th is a newer street than the others in the area <br />as it was deleted fz(~ the original project area and on that basis it may <br />not be due for sealcoating yet. ~he street construction assessments are <br />not even paid off yet and nc~ there will be a second assessment added to <br />property taxes. The project should be tabled until any necessary airport <br />related construction is completed. <br /> <br />Mr. Baattkka - Stated that all the 1987 proposed sealcoating project areas <br />are in the same age group; 150th was constructed in 1981 along with 151st <br />and 152nd. <br /> <br />Council directed Mr. Raatikka to verify the construction date of 150th and <br />report back to Barb Graen and Council. <br /> <br />Councilmember DeLuca - Inquired as to how many times a road can be <br />sealcoated before an overlay is required. <br /> <br />Mr. Raatikka - Beplied that roads can be sealcoated 2-3 times; in another 5- <br />6 years, these subject areas will be reviewed again. <br /> <br />Councilmember DeLuca - Stated that his neighbors are in favor of <br /> <br />sealcoating and wonder why it hasn't been done sooner as there are major <br />cracks in the road that have not been repaired. <br /> <br />Mr. Raatikka - Replied that at one time, it was the City's policy to <br />sealcoat earlier than 5 years; this policy met with a lot of opposition. <br />Mr. Raatikka stated that based on information learned from ~ DOT and the U <br />of M, the City changed it's policy to not require sealcoating prior to 6 <br />six years. <br /> <br />Ramona O'Donnell - 7300 150th Lane N~ - Stated that sealcoating should be <br />paid for out of the City's general fund. The taxes are high enough <br />considering there is a landfill and Site P is a prime candidate for another <br />landfill. The airport improvements may also cause property taxes to rise. <br />Soon Pamsey's taxes will be as high as other cc~mm~nities fur Ramsey has all <br />the junk. <br /> <br />Barb Graen - Inquired if a petition will be necessary to delete 150th from <br />the 1987 sealcoating projects if it is determined that according to <br />construction date, it is not due for sealcoating. <br /> <br />Mr. ~aatikka - Stated that deleting 150th would be a Council decision. <br /> <br />Councilmember DeLuca - Noted that areas wishing to be deleted should take <br />into consideration that sealcoating may be more costly in another year or <br />two. <br /> <br />Project %87-15 - Rhinestone Street NW and 154th Lane <br /> City Council/March 17, 1987 <br /> <br />Page 5 of 6 <br /> <br /> <br />
